JOB DESCRIPTION

The purpose of the Area Programme Manager position is to oversee the implementation of the area programme, manage and build capacity of the project implementation teams to ensure activities are carried out on time and to budget; produce timely, high quality proposals and reports, and represent NRC in all program matters within the Area and in coordination fora relevant to the Area program. All this is to be carried out in close collaboration with the Area Manager, Grants team and country & regional level technical specialists/advisers.

The following is a brief description of the role.

Generic responsibilities

These responsibilities are the same for all Team Leader positions and cannot be modified:

  1. Line management of Core Competency Project PM and Coordinators in the area.
  2. Oversee program implementation with close cooperation with the AM.
  3. Work closely with the AM to develop the area Programme strategy,
  4. Ensure capacity building of all Project Management staff,
  5. Represent NRC and networking at area level – as delegated by the AM.

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus, and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly. The line manager drafts the specific responsibilities and sends them to his/her line manager for approval.

  • Lead the process of proposal development for all projects in the Area program, ensuring quality writing, budgeting, and incorporation of technical advice from the relevant core competency Specialists/Advisers.
  • Lead and review project reports for the area before submitting to the relevant departments (AM, CO, CMU, Cash alliance, etc) ensuring quality reports timely submitted.
  • Work with CC Specialists/PDMs to develop programmatic strategy for both emergency and transitional/ durable solutions responses (with a focus on resilience)
  • Responsible for organizing PCM {Grant Opening Meeting (GOM), Grant Review Meeting (GRM) and Grant Closing Meeting (GCM)} Meetings for multiple and unique key competency projects at area level.
  • With close collaboration with the AM the APM responsible for programme implementation ensuring high quality and cost efficiency targeting the beneficiaries most in need- value for money. Regular site visits for the implementation of projects.

  • Fluency in English, both written and verbal
