Job Purpose

This position is considered as a deputy to the Area Manager of the Area Office when appointed and acts as a link between all the programmes, support departments and programmes support functions and the Area Manager; and is a member of the Area Management Team.

As the Area Programme Manager you will be responsible for overseeing the overall Lebanon North’s Programme. You will ensure that all projects and project activities meet relevant quality and compliance standards, extend adequate levels of high-quality support and will supervise the Project Managers, and be the primary focal point to new programme development.

The position holder will ensure that NRC continues to implement holistic and needs-based programming and will represent NRC at relevant coordination forums, will be responsible for implementing integrated programmes and represent NRC at relevant coordination forums, as delegated by the Area Manager.

What you will do

  • Line manage all Core Competencies’ project managers and ensure capacity building of all technical staff where needed.
  • Provide programme support to integrated programmes, and ensure proper coordination, communication and technical quality across the Area Office.
  • Provide area specific input relevant for programme strategies as well as contribute actively to program/proposal development, providing area-specific inputs and reviewing/consolidating contributions from Project Managers.
  • Ensure compliance to NRC policies, guidance and procedures, NRC’s Project Cycle Management Framework across all grants, contractual commitments, donor standards and grant management, and provide regular reporting to donors.
  • Contribution to the identification of funding opportunities and develop funding strategy and forecasts in line with the NRC Lebanon country strategy.
  • Responsible for grants management and Budget Programme Overview allocations in Area.
  • Manage systems for quality control, monitoring and evaluation, and incorporate key learning in program development, adjustment and implementation.
  • Coordinate the emergency response in Area as needed and liaise with consortia partners for jointly implemented programmes.
  • Contribute to planning and implementation of needs and protection risks assessments, with technical support from Core Competency Specialists and Access adviser for new areas of operation.
  • Oversee and be responsible of mainstreaming protection guidelines in all NRC’s programmes and activities as per NRC’s SIP (Safe and Inclusive Programming) guidelines and ensure that all breaches/concerns reported are properly resolved.

Professional Competencies:

  • Minimum 5-7 years’ experience in a management position with a programming background within humanitarian/recovery context
  • Knowledge and experience with programme integration and team capacity building
  • Grants management and Programme Support experience is an added advantage
  • Knowledgeable in programming finance and budgeting
  • Experience working in complex and volatile contexts
  • Fluency in English, both written and verbal, Proficiency in Arabic would be a major asset
  • Understanding of the context (Lebanon crisis) is essential
  • Coordination & Communication skills and negotiation capability
  • Demonstrated ability to perform well in a highly fluid environment where both context and organizational structure are subject to continuous and substantial change.

Additional Information:

Duty Station: Tal Abbas, North Lebanon

Duration of contract: 12 months, full-time, in accordance with local labour laws.

Grade 9 in NRC’s grading structure

Travel: 20% to various field locations

Reporting line: Area Manager
