Background

The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Rapid change of situation in February 2022 during which whole Ukraine became affected by the conflict required significant scale-up of emergency programmes.

NRC responding to the Ukraine crisis and is starting new operations in Romania, Moldova, Odesa (south Ukraine). NRC is working in Protection, Education, Urban coordination, Shelter, Legal assistance and distributions of NFIs. NRC has a network of 15 local partners that are contributing to the response in Romania, Moldova and South of Ukraine.

In this context, NRC is recruiting for 2 Area Programme Manager positions, in Chisinau (Moldova) and Odessa (Ukraine) respectively.

Role & Responsiblities

The Area Programme Manager (APM) is responsible for implementing holistic and needs based programmes and representing NRC at coordination forums, as delegated from Area Manager. The APM is a member of the Area Senior Management Team.:

  1. Line management for Core Competencies (CC) Project Manager
  2. Compliance and adherence to NRC policies, guidance and procedures
  3. Responsible for ensuring programme support to integrated programme, coordination and technical quality in the Area office
  4. Provide area specific input relevant for NRC Iraq and CC strategies
  5. Compliance to donor standards, and grant management and regular reporting to donor in Area, within the NRC Iraq grants management structure
  6. Identify funding opportunities and develop funding strategy and forecasts
  7. Responsible for grants management and BPO allocations in Area
  8. Ensure compliance with contractual commitments and extracting and implementing key learnings from project implementation
  9. Coordinate emergency responses in Area
  10. Ensure a capacity building plan for all technical staff is developed and implemented
  11. Acting AM (Area Manager) when appointed
  12. Ensure systems for program quality control, monitoring and evaluation, and approach to identifying and acting on key learning in project implementation
  13. Lead AO proposal development, identify donor needs / donor challenges, develop area protocol for go / no go decisions on funding opportunities
  14. Regular conference calls, assist with visits and coordination with Donors and other external stakeholders at the area level, in coordination with the AM
  15. Contribute to planning and implementation of needs assessments, with CC Specialists, including for new areas of operation
  16. Work with CC PMs to develop programmatic strategy for both emergency and transitional/ durable solutions responses (with a focus on returns)
  17. Responsible for the implementation of the Project Cycle Management (PCM) system
  18. Oversight of implementation of projects, including targets and budgets, in coordination with all project managers
  19. Coordinate with finance department to ensure effective and transparent project progress forecast
  20. Regular 1:1 meeting with direct line reports and completion of work and development plans for all direct reports.
  21. Oversight of donor reports for AO level projects

Below is a summary of the profile that we are seeking:

  • Access to a Schengen visa is required for positions in Ukraine
  • Minimum 4 years’ experience in a senior programme management position in a humanitarian/ recovery context
  • Minimum 4 years’ experience in people management in a complex programme
  • Experience working in complex and volatile contexts
  • Sectoral expertise including in recovery and durable solutions programming
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Knowledge of the context Moldova/Ukraine an advantage
  • Knowledge of Romanian or Russian is advantage
  • Experience of developing programmes in a large and rapidly expanding country programme
  • Professional qualification in grants management, Monitoring & Evaluation, or technical sectors is an advantage
