JOB CONTEXT:

Yemen has been for long the poorest country in the Arab world. After the Arab Spring the humanitarian crises have intensified as a major humanitarian crisis of the moment since 2012 with almost half of the population being food insecure. This has created an increasing unrest among the population and discontentment with the government. Because of such violence and instability, it is more than 20 million of Yemenis out of 27 million in need of any kind of aid. Malnutrition, cholera, diphtheria hit most of the families and a failed health system, with no salaries paid for several years, cannot cope.

HI have been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues. Since 2015, HI interventions have been adapted to the current context of conflict in the country.

In parallel, HI implements inclusive humanitarian action, by increasingly piloting inclusive interventions and promoting disability inclusive coordination and programming.

HI activities are very consolidated in Sana’a governorate, Aden, which opened in 2019, and Mokha, which started implementing in 2020. Activities in Hajjah and have been launched in 2021, and Hodeida in 2022.

We are currently looking or our future Area Manager.

YOUR MISSION:

  • Management:

Be the manager of the Project team in the area of assignment,

Ensure coordination between project and support services teams and with other bases.

  • Contribution to the programmes’s operational strategy and HI frameworks and regulation,
  • Development of external influence of HI and the external representation of the organization,
  • Reporting
  • And Any other task in connection with the program that may prove necessary.

YOUR PROFILE:

  • You have degree in a field related to the job (humanitarian, sciences Po, …)
  • You have at least 3 years of professional experience in Area/Field/project Management in challenging humanitarian contexts,
  • You have a confirmed experience in team management,
  • You are capable of representing HI’s legal and HR framework,
  • You are capable of leading change,
  • You are have an excellent communication and negociation skills, an analytical thinking and results oriented.
  • You speak English and Arabic.

CHARACTERISTICS OF THE POSITION:

The position is based in Aden.

The expatriate is expected to travel to Mokha (And other HI bases more exceptionally). In the four locations, shared guesthouses well equipped with a safe room, most of the work is done at the office but there are some possibilities to go out for work purposes. Outside movements are possible for some extra-professional activities in Sanaa and Aden. All movements are done by car. HI has set up a curfew. The situation is relatively calm in Sana’a and Hajjah nowadays. However, the security is volatile in southern areas.

The mission has put in place adequate security rules and processes to allow teams to work in a safe environment. Despite the country’s situation, the risk for expatriates remains limited and no critical incident happened over the past period.

Local medical capacity remains a concern for the person with fragile health, ongoing treatment and that needs close medical follow up.

  • 12 to 18 months International contract starting from 1st of September, 2022

  • The international contract provides social cover adapted to your situation:

    • Unemployment insurance benefits for EU nationals
    • Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
    • Medical coverage with 50% of employee contribution
    • Repatriation insurance paid by HI
  • Salary from 2870€ gross/month upon experience

  • Perdiem: 550 € net/month – paid in the field

  • Hardship: 500 € net/month paid with your salary

  • Paid leaves: 25 days per year;

  • R&R: according to the level of the mission Level 3: 5 days every 6 weeks => + possible transport/package support.

  • Position:

    • unaccompanied

      • Payment for travel costs (air ticket & visa) and transport of your personal effects (from 12 months of mission)
      • Mission of more than 12 months : a child allowance of 100€ per month, per child (from the second child) paid in the field
  • Housing: Collective taken in charge by HI
