JOB CONTEXT:
Since February 2022 HI has re-opened a Country Programme in Ukraine to respond to the humanitarian needs triggered by the full-scale invasion of Ukraine by the Russian Federation. In 2024, HI pillars of interventions are:
- Health: HI aims to improve access to quality physical rehabilitation and mental health and psychosocial support services (MHPSS) for conflict-affected vulnerable population.
- Protection: Given the scale of humanitarian and protection needs, HI intervenes at various levels to ensure that vulnerable conflict-affected populations have access to multi-sectoral services tailored to their needs. In addition, HI aims to foster a disability-inclusive humanitarian response.
- Armed Violence Reduction: Ongoing attacks dangerously exacerbated Explosive Ordnance (EO) contamination in Ukraine. In light of this, HI is conducting a multi-pronged approach to EO Risk Education and Conflict Preparedness and Protection (CPP), adaptable to the evolution of the conflict and is looking at extending the AVR scope with NTS (Non-Technical Survey) activities (subject to accreditation approval) and Victim Assistance.
- Basic needs: to respond to the most acute needs for displaced households hosted by the local population or living in collective settings, HI is providing cash-based transfers, including MPCA (Multi-Purpose Cash Assistance) and a disability top-up.
- Humanitarian-to-humanitarian logistics (Atlas Logistique): To facilitate the delivery of humanitarian assistance as close as possible to the most affected populations, HI proposes mutualized storage and transportation services to other humanitarian actors – with a specific focus on “last-mile transportation”.
One of the current goals is to stabilize the structure and operational strategy while increasing our capacity to implement activities in the country with a priority to the East and South East parts of Ukraine which are the most affected by the conflict.
HI has 3 hubs, one in the East (based in Dnipro with a sub base in Poltava), one in the North-East (based in Kharkiv), one in the South East (based in Mykolaiv) and the coordination is in Kyiv. There are currently 3 projects implemented in Mykolaiv and Kherson oblasts (Health, Protection, EORE. The office in Mykolaiv has approximately 30 staffs .
YOUR MISSION:
Reporting to the Country Director, as Area Manager, you contribute in the area where you are based to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. You ensure optimal quality and the impact of the projects implemented in your area by means of a delegation system with appropriate oversight mechanisms. With all the other HI managers, you share responsibility for the sound management and effective functioning of the global organisation through paradigm changes. You manage a team of project managers in your area.
In this framework, your main missions are:

- Contribute to the development of the programme operational strategy, and to its implementation and annual monitoring
- Implement the project part of the Programme’s Operational Strategy
Mission 3 : Standards and expertise
Mission 4: Operational implementation
- Ensure the sound management and monitoring of projects under your responsibility
- Keeping both potential opportunities and risks in mind, contribute to the monitoring and analysis done by the line manager, and propose mitigation measures where relevant
- Develop HI’s external influence (forums, operational and strategic alliances, etc.) and the external representation of the organization (events, media) in your area of responsibility.
- Coordinate the teams in your area
- Support the Director/Country Manager in monitoring security in their area and ensure adequate resources according to the context
Mission 5: Emergency Preparedness and Response
CHARACTERISTICS OF THE POSITION:
The security in Mykolaiv city and surroundings area of intervention remain relatively stable. Mykolaiv being a Humanitarian hub for the South, numerous international organizations are located in the city and social life (restaurant, café) is possible under a strict curfew (00:00 to 05:00). Good quality international and local food is available, and different restaurants at walking distance from the hotel and office. Communication (phone, mobile data, internet) is working well. HI currently has around 2 international staffs in Mykolaiv. Updated Security and Contingency plans are available for the Hub.
YOUR PROFILE:
- You have a proven experience in teams management and in security management;
- You have at least 4 years working experience in the field in challenging context;
- You master the implementation of projects and ensure the quality;
- You are fluent English (oral and written);
- You show strong organizational skills, you are autonomous and reactive.

- 6 months International contract starting from September 9th 2024;

- Salary from 2869€ gross/month upon experience;
- Perdiem: 551€ net/month – paid in payroll
- Hardship: 500 € net/month paid with your salary;
- Paid leaves: 25 days per year;
- R&R: 5 days every 8 weeks
- Position : unaccompanied:
- Housing: Collective taken in charge by HI;
- If you are resident in the country: local package.
