NRC’s Area Office South in Odesa is 4th area office and together with Kyiv for North, Lviv for West and Dnipro for East forms overall response in Ukraine. The Area Office South programmatically covers regions of Odesa, Mykolaiv and Kherson. The main programmes and assistance provided is through Shelter/Wash, Livelihoods and Food Security, ICLA and Education. NRC will continue to support populations in the South with emergency, life-saving food, NFI and emergency shelter assistance to people trapped in direct conflict zones. NRC will continue working with local partners whilst also having its direct implementation and assistance to most vulnerable.

Description for Internal Candidates

The purpose of the Area Manager position is to ensure high quality and cost-effective programme/project implementation within the designated geographical area.

Duties and Responsibilities

  1. Line management for senior project staff and support functions (and Field Office Coordinators) in the area of responsibility;
  2. Member of the Country Management Group (CMG);
  3. Compliance with and adherence to NRC policies, guidance and procedures;
  4. Provide area specific input on CC strategies, Country Strategy and Plan of Action;
  5. Organize grants opening and closure meetings at area level;
  6. Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources) and aligned to regional and global strategies;
  7. Assess needs, develop emergency response and implement response plans for in kind assistance and cash-based interventions and market based programmes;
  8. Ensure optimal use of resources within the allocated project budgets and CC strategies;
  9. Represent NRC and networking on area level;
  10. Ensure that capacity building is provided to all staff in the area;
  11. Ensure overall security and safety of staff in the area;
  12. Promote the rights of IDPs/returnees in line with the advocacy strategy;

Specific responsibilities

  • Continue establishment of the Area Office South;
  • Continue internal structures scale up in both programmes and support functions;
  • Ensure efficient and effective scale up of programmes in the area;
  • Recruit staff and set-up administrative and other processes in the area office to ensure efficient and cost-effective operations;
  • Ensure the establishment of good relationship with key international and national stakeholders in the area, including local and regional authorities;
  • Roll out needs assessments in the area;
  • Follow on context in the area and ensure deployment of relevant teams to perform rapid needs assessments and field response coordination when needed;
  • Make sure to implement CO SOPs and where needed establish specific area SOPs.

Knowledge and experience

  • Minimum 3 years of experience from working on Area management or general managerial positions in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Experience in implementing in-kind assistance and managing cash-based interventions and market based programmes
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

  • Approximately 30% travel
  • Contract length: 24 months with possibility of extension
  • Salary: Grade 10 in NRC’s salary scale. NRC offers a competitive compensation and benefits package, including R&R.
