Role and responsibilities

The purpose of the Area Manager position is to ensure high quality and cost-effective programme/project implementation within the designated geographical area.

Generic responsibilities:

  • Line management for Area Programme Manager, Area Support Manager, Security Coordinator in the area office
  • Member of the Country Management Group (CMG)
  • Compliance with and adherence to NRC policies, guidance and procedures
  • Provide area specific input on CC strategies, Country Strategy and Plan of Action
  • Organize grants opening and closure meetings at area level
  • Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources).
  • Assess needs, develop emergency response and implement response plans
  • Ensure optimal use of resources within the allocated project budgets and Core Competency strategies
  • Represent NRC and networking on area level
  • Ensure that capacity building is provided to all staff in the area
  • Ensure overall security and safety of staff in the area
  • Promote the rights of Internally Displaced Persons (IDPs)/returnees in line with the advocacy strategy

Specific responsibilities

  • Overall responsibility of managing area office including sub offices attached to the area office
  • Conduct assessments for new areas of operation, outline possible areas of intervention/expansion, and develop program strategy for implementation
  • Liaise regularly with relevant external stakeholders, including authorities (Governor Office, District Mayor office and Security), UN agencies and other humanitarian actors in the area of operations– among others through coordination mechanisms
  • Ensure grants opening, review meetings and closure meetings are conducted periodically
  • Responsible for overall staff security, including completing security risk assessments for possible new areas of intervention
  • Risk assessed and logged (esp. protection, corruption and programmatic), brought to the notice to HoO (Head of Operations) and CD (Country Director)
  • Ensure master budget (MB) is updated regularly and make sure support budget is covered for min 6 months
  • Ensure work and development plans are completed by all staff members in the area of operation and performance feedback sessions are conducted on a minimum quarterly basis
  • Continuously promote a positive and collaborative working environment characterized by high levels of trust and respect, with due consideration for staff care and wellbeing
  • Ensure the proper induction is provided for all newly joined staff and regular support is given by their line managers
  • Ensure that program teams work closely with the support team to delivery NRC policies and procedures in
  • HR, finance, procurement and logistics including effective planning.
  • Ensure training budget is available and required trainings are provided for key staff in the area office
  • Provide regular inputs into advocacy products and external communications initiatives.
  • Arrange/facilitate area level regular coordination meetings, including all staff meeting and ensure minutes are taken and circulated.
  • Provide area level monthly report and contextual analysis of the area as and when needed
  • Conduct regular field missions to monitor project implementation

Scale and scope of position

Staff:

1 Area Programme Manager, 1 Support Manager, 1 Security Coordinator, – up to 75 staff

Stakeholders:

UNOCHA, IOM, UNDP, local partners, Governor office, Mayor office,

Budgets:

5 – 7 projects: USD 6 mill yearly budget) in each Area office

Information:

GORS, Agresso/UNIT4, Intranet, NRC People)

Legal or compliance:

Donor regulations, ToE (Terms of Employment), service contracts, staff contracts

Competencies

  • Minimum 5 years of experience from working as a Senior Manager in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts

  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Knowledge in Arabic is desired

Context/skills, knowledge and experience

  • Knowledge of the context in middle east mainly Iraq, Syria, Jordan, Lebanon
  • Experience in managing larger and more complex programming operations in middle east region/similar context
  • Experience in managing security and access issues in a complex working environment

  • Contract period: Fixed terms for 24 months (for international contracts), extendable based on funding and need
