JOB CONTEXT:

INFORMATION ON THE CONTEXT OF THE MISSION

Despite the different conflicts in between of insurgencies and internal conflicts affecting the country in Centre and North of Mozambique the security is still fairly good. The living conditions are excellent. Mozambique in particular in the area of interventions are very welcoming and life for foreigners is generally quite comfortable.

The position is based in the permanent Maputo City Programme covering 3 regions South, Centre and North, which implies probably field missions to the different provinces of countries under the conditions of security procedures established by HI, that have to be strictly followed.

In Cabo Delgado, security, social and economic well-being of population have all been severely affected and a high number of persons (over 700,000) are internally displaced across the Province. The resilience of those population is steadily reducing, as individuals and communities are facing uncertainty regarding their day base living, with limited capacity of the authorities and relevant institutions to respond to their needs. This combination of factors results in protracted psychosocial distress, and resilience, and eventually increases mental health disorders amongst individuals – which in turn affects the community as a whole.

The healthcare system in Cabo Delgado in the affected areas, is one of the hardest hits, having deteriorated to the point of collapse. Ongoing challenges include increased rates of chronic illness, disability and access to essential services such as medicine and rehabilitation, MHPSS services. Hospitals struggle to absorb the number of patients and to cope with a lack of resources, including a shortage of staff and essential medicines and supplies. In zone of conflicts, local populations, internally displaced persons and returning populations are all at risk.

The identification of the most vulnerable individuals, including people with disabilities, and the rapid response to essential needs is a priority for the humanitarian community working throughout Cabo Delgado. The political conflict and humanitarian crisis are likely to continue well over 2021; whilst at the same time continue to hamper the delivery of primarily health and socio-economic services, complicating access and increasing the vulnerability of the general population.

DESCRIPTION OF THE MISSION

The thirty years’ presence of HI in Mozambique can be divided in 3 key periods:

  • From 1986 to 1997: core action of HI on physical rehabilitation;
  • From 1997 to 2014: core action of HI on demining activities with a range of short/mid-term actions on inclusion & DPOs
  • From 2013: progressive shift to VA and Social Protection with still large demining action up to 2015

At structure level, the programme counts with both (development and emergency project).

HI Mozambique programme continue being key partner to the Mozambique Government in sector of social action and education to provide both technical support but also to strengthen Mozambican Disability policy systems in particular inclusion approach;

HI will renovate as it is still relevant its strategy pillars to promote Access to services (Access of vulnerable groups to mitigation systems, basic health/education/social services and livelihood linking with social protection;

Mozambique is the country programme with the longest experience in social inclusion. It is a growing matter in development context, and HI should capitalize on it in order to increase its expertise.

HI is currently implementing several inclusive technical support programmes in consortium with others partners in Tete, Beira Gaza, Manica and Cabo Delgado, also with regional project at education field, supporting to ensure mainstreaming of disability inclusion across the activities in emergency in particular to reach more vulnerable persons and their families such as people with disabilities (including support to people with probably mental health problems or in need of psychosocial support ), people with chronic diseases, older persons and displaced persons and families. Activities include training, provision of methodologies and approaches, tools to capture, identify, desegregated data, and referrer person with disabilities to specialized services, review and adaptation of IEC materials, support on mapping health services in particular (rehabilitation, and mental health services including physical therapy and psychosocial support), foster meaning full participation of person with disability in planning, coordination, implementation and monitoring programs aiming to support vulnerable and person with disabilities, provision of assistive & mobility devices as per needed; capacity building, technical support; training on inclusion principles to other humanitarian actors and health workers.

HI Mozambique has long relation with Health and social action sectors in particular to Rehabilitation field with vast support provided to authorities since 80s from setting up the rehab system and training of its technicians but less experience in field of mental health and psychosocial sphere.

Currently several projects were submitted to donors with focus in Cabo Delgado in consortium with other partners with various components but also focusing on the most vulnerable people in CD from host communities, those internally displaced and returnees and migrants, affected and with distress or with mental health disorders/psychosocial issues and disabilities to regain or to preserve good mental health by accessing quality interventions at community level, primary health care level, and secondary.

The post holder will be expected to spend at least 70% of their time in Cabo Delgado including traveling between operational bases, along with other international staff.

YOUR MISSION:

Reporting to the and in collaboration with HQ services, the logistics expert ensures the opening and scale-up of activities and bases of Pemba and Mueda (Cabo Delgado).

He or she will identify, acquire and equip the facilities available to the staff, integrating HR and security standards, and structure the supply chain in order to best support current and upcoming projects

Missions

  1. Management

  • Manager 1st HR&Coach: contributes to the development of his or her staff, creating the conditions for their commitment, professionalism and attachment to HI. Ensures compliance with the code of conduct of institutional policies, the state of mind and the expected individual and collective behavior.

2.Identify the Logistics section of StratOp and contribute to its action plan

  • Drives logistics strategy and operations through the active promotion of HI’s institutional policies and directives and the optimization of its resources;
  • STRATOP: contributes towards the drafting, revision and implantation of the Operational Strategy (StratOp) within his or her field activity and geographical area and in line with objectives;
  • RISK: produces and updates the risk map for his or her area of responsibility and proposes and implements corrective mitigation measures;
  • INCIDENTS: contributes to and follows up on incident reports for his or her area;
  • INDICATORS: produces, compiles and analyses the data in the logistics dashboard for his or her geographical area;
  • REPRESENTATION: represents HI externally on logistical issues concerning his or her geographical area (e.g forums, operational and strategic alliances); develops the partnership for his or her fields of activity.

3.Contribute to deploy HI’s standards and contributes to its expertise and accountability within his or her remit:

  • STANDARDS: ensures compliance with and application of HI standards his or her entire professional field with regard to policy, processes and tools;
  • LOCAL ADAPTATION: adapts and contextualizes these standards to meet local conditions and regulations;
  • INTERNAL CONTROL: supervises internal control in his or her fields of activity;
  • ACCOUNTABILITY: guarantees compliance with and the application of internal rules and the rules of institutional donors on his or her fields of activity

4.Operational implementation of logistics

4.1.Diagnostic phase-Contextual analysis:

  • Identifies regulatory requirements (donors, transport, customs, etc);
  • Analyses the logistics context of the regional programme (evaluation of logistics capacities, table of logistics problems, ICQ, log performance);
  • Evaluates the capacities of available and mobilisable resources (human and material) on the regional programme.

4.2.Design phase-Resources planning

  • Designs a logistics chain adapted to the national programme (costs, quality, deadlines);
  • Contributes to establishing the regional Progrmme’s activity schedule;
  • Helps define the material resources necessary for ensuring the feasibility of the regional programme;
  • Defines the impact of logistics needs on the area (logistical support);
  • Defines the impact of the area programme’s requirements on the budget;
  • Anticipates derogations;
  • Structures the human resources concerned by logistics in the area.

4.3.Launch phase-Procurement planning

  • Defines the procurement plan and purchasing strategy;
  • Plans all the means necessary for the movement of goods during the project period.

5.Facilitates the logistics profession’s development and contributes towards the development of the logistics profession across the organization.

  • Facilitates the development of the logistics profession in or her geographical area;
  • Contributes toward the facilitation’s development at organization’s global level (community of practice);
  • Helps to develop a pool talent (hold technical interviews with the candidates and formulates recommendations: identifies training requirements);

YOUR PROFILE:

  • You ideally hold a degree in Logistics
  • You have 5 years of experience as a humanitarian logistician with experiences in opening bases
  • You have a proven experience in contexts with security issues.
  • You speak english and ideally portuguese

CHARACTERISTICS OF THE POSITION:

Details relating to security risks, isolation, travel and living conditions:

Security – The overall situation in Mozambique is calm, however there are some factors that should be considered from a security perspective. In particular:

  • Insecurity in the area of the North crises (Cabo Delgado, Nampula, Niassa), with a non state armed group operating in the area of Cabo Delgado and Niassa
  • Health situation: generally speaking the health system is deficient in Mozambique.

Travel – The position is based in Pemba but some visits to the field (Mueda) would be expected.

Livingconditions – The office and the expatriates houses/apartments are comfortable. The power supply is quite stable , some cut more frequents in summer. Pemba is quite developed and a lot of items can be found in the supermarkets and markets, most difficutls for improted products. it is safe to walk in the city centre, Wimbi and Maringanha during the day as long you have an updated (and preferably offline) Pemba city map on your phone’s Google Maps
