GOAL

GOAL has been working in Sudan since 1985. Currently GOAL is a leading health and nutrition INGO in Sudan, working in North Darfur and South Kordofan states, and supporting the federal Ministry of Health Nutrition Department with technical support. Overall, GOAL provides integrated health, nutrition, WASH, and FSL programming to meet urgent humanitarian needs of the population and build capacity of agencies to respond.

In South Kordofan, GOAL has been working since 2018 in several localities across the state, currently providing lifesaving health services in 21 primary health facilities with integrated Health, Nutrition and WASH services. Currently GOAL has health and nutrition activities in Dilling, Habila, Abukarshola, Rashad, Abujubeiha, and Talodi localities of SK State. In addition GOAL supports two Stabilization Centers for severe, complicated cases of malnutrition, in Talodi and Habila. Supported clinics provide comprehensive basic healthcare and malnutrition treatment services, including consultations, early warning and outbreak support, EPI, RH, referrals, proper distribution and use of medical supplies, as well as the full CMAM package. To support the clinics, GOAL also works in communities promoting community health behaviour change. In addition the programme aims to strengthen the health system in the state, working on Health Information System, Outbreak preparedness and early warning, medical supply chain management, and others. In addition, GOAL has worked to strengthen the local capacity to manage and oversee health services, and is now starting up a Health System Strengthening project to transition some facilities across South Kordofan to SMoH direct management, while continuing to directly provide health services in rural areas. Finally, in Dilling locality in particular, GOAL is working to strengthen the health system to improve the locality health services capacity to manage and provide primary health services themselves.

General Description of the Role

The Area Health/Nutrition Coordinator takes overall responsibility for the implementation of the health and nutrition component of GOAL’s humanitarian programming in South Kordofan, including some integrated WASH activities. The Health and Nutrition Coordinator will technically supervise the Area health and Nutrition program managers, clinical services staff (who oversee quality of services), as well as all health & nutrition staff (including project management and clinic staff) in all project sites in the state. In addition this position will closely coordinate with and support implementation of a Health System Strengthening development project in South Kordofan.

Key Duties:

Health and Nutrition Programmes

  • To maintain responsibility for the implementation, technical quality, budget management and integration of the South Kordofan Primary Health Care programme including curative care (EPI, reproductive health, control of communicable disease) community health, and all components of Nutrition, including review of toolkits and guidance documents as required.
  • Develop and manage work plans to ensure that health & nutrition activities are well-planned, with adequate timing and appropriate support and follow up, and that work plans and budgets are implemented on time
  • To manage and support GOAL’s South Kordofan Health & Nutrition team in Dilling, Habila, Talodi, Abukarshola, Rashad, and Abujubeiha localities, including through regular monitoring visits to these localities and to clinic locations (security and weather permitting)
  • Oversee the proper management of medical supplies and drugs received by GOAL and transferred to clinics, including accurate documentation, ensuring rational use of medications, and conducting analysis of use, gaps, and needs
  • Manage and support health & nutrition national NGO partners to implement, continuously building capacity and conduct performance appraisals at the appropriate time.
  • Take the lead in ensuring GOAL is participating in the Health Cluster at the SK-State levels and National Cluster meetings (usually online), including ensuring that 4Ws are filled accurately and in a timely manner and that GOAL is represented at an appropriate level in all meetings in Khartoum, Kadugli, and at relevant localities. Support Nutrition staff also to ensure effective participation in Nutrition Cluster coordination at Kadugli and Khartoum levels.
  • To monitor and evaluate all PHC, CH and nutrition activities with programme managers and adapt interventions as necessary in line with MoH guidelines and other health service providers.
  • To ensure all MoH, Donor, and where necessary GOAL guidelines are adhered to and adapted as necessary.
  • To ensure the timely collection, presentation, analysis and distribution of all data relating to the health department and submit weekly and monthly narrative reports and monthly HIS data spreadsheets.
  • Lead/Coordinate compiling and sharing of data and information on needs and gaps in healthcare provision and nutrition services, for program development; liaising directly with donors as necessary.
  • Support development of proposal narrative and budget documents for donor submission, working with PD and technical Coordinators
  • Prepare donor reports for the health sector in collaboration with the MEAL team as required for timely submission to donors
  • Maintain strong working relationships with all key stakeholders
  • To keep the Health Coordinator apprised of all health care activities and any difficulties that may arise, including external influences in the operating environment

Coordination

  • To liaise with the State Ministry of Health, Locality Health Department, UN agencies and other humanitarian actors to ensure appropriate provision of service and use of resources and to promote information sharing and cooperation.
  • Coordinate with SMOH, LHD and Health actors in Kadugli and other localities in doing assessments to ascertain where and when the GOAL supporting a PHC programmes based on priority needs;
  • To maintain up-to-date information on all aspects of health and Nutrition in the South Kordofan area and pass on newly acquired information/guidelines to respective clinic coordinators and supervisors.
  • To ensure that GOAL’s PHC, community health and nutrition activities are well coordinated with other stakeholders in South Kordofan, including through Cluster System and consultations with individual agencies.

General

  • To be fully conversant with all relevant GOAL proposals and develop, in conjunction with the PD and Program Coordinators, short and long-term plans to ensure that all project activities are implemented in line with the programme proposals.
  • Discuss and agree any changes in programming or project arrangements (including guidelines, protocols, forms and procedures) with the Programmes Director prior to implementation.
  • To oversee and support the distribution of program supplies according to approved plans;
  • Assist the Khartoum team when requested to compile monthly, quarterly, and annual data for donor report and final project report for submission.
  • Ensure that any expenditure is within the programme budget and is planned in advance using PMP with the Financial Controller and Program Coordinators.
  • Adhere to all GOAL guidelines (including any medical guidelines and protocols, the field operations manual, security guidelines etc).
  • To assist with the organization and hosting of Donor field visits where relevant to the health programme.
  • To work at all times in a manner that promotes teamwork within GOAL and assists in the achievement of GOAL’s programme aims.
  • Ensure proper mainstreaming of gender, environment and child protection across GOAL programmes, administration and communities, in coordination with other programme managers.
  • All other duties as instructed by the Programmes Director or Country Director

Requirements (Person Specification)

  • Qualified and experienced Medical Professional with at least 4 years’ experience in similar position in INGO project management (MD Preferred)
  • Qualification in Public Health /Nutrition and/or relevant experience.
  • Proven management/coordination experience with international organisations/agencies.
  • Proven track record in developing the technical aspects of large scope health and nutrition proposal
  • Experience of community nutrition programming
  • Strong interpersonal and skills and ability to effectively work in a multi-cultural context.
  • Experience in liaising with government officials, other NGOs, donors and UN agencies.
  • Willingness to travel to remote areas of South Kordofan State.
  • Proven training and capacity building skills.
  • Very enthusiastic and able to work extra hours to achieve the objectives of the programme.
  • Fluency written and spoken English Appreciation of the aims and objectives of GOAL.
