GOAL

General Description of the Programme/GOAL

Established in 1977, GOAL is an international humanitarian agency, with a team of 2,400 personnel, dedicated to alleviating the needs of the most vulnerable communities. Currently operating in 14 of the world’s most vulnerable countries, GOAL delivers a wide range of humanitarian and development programmes, ranging from humanitarian relief in disaster situations, to focusing on nutrition, food security, and building greater resilience and sustainable livelihoods.

GOAL has been working in Sudan since 1985. GOAL is currently working directly in North Darfur and South Kordofan overseen by a country management office in Khartoum. The current GOAL programme focuses on following sectors: Primary Health Care, Nutrition, Water Sanitation and Hygiene (WASH) and Food Security and Livelihoods (FSL) with funding from a range of donors.

Job Purpose

The Area Coordinator (AC) is responsible for the delivery of GOAL programmes in North Darfur in accordance with GOAL polices and donor grants. They lead the El Fasher area office and remotely manage project field offices. The AC is responsible to ensure effective and appropriate liaison with external stakeholders to enable access to deliver projects. As a member of the Country Senior Management Team, they participate in setting country programme strategic direction and ensure implementation in North Darfur area.

Overall Objectives of the position:

The AC is responsible for all activities in their programme site. This covers the operational functions (Security, Human Resources, Logistics, Finance and Admin) and direct programme activities (Primary Health Care, Nutrition, WASH, Construction and Livelihoods).

The AC is responsible to coordinate efficient and effective use of resources to deliver programmes including planning of activities and operational support. This involves ensuring coordinated activity planning across projects and departments. If required, the AC has a role to play resolving any conflicts between departments and prioritizing allocation of operational resources.

The AC has direct line management responsibilities for sub-office managers and North Darfur programme area security, IT, logistics, procurement, finance and HR staff.

Key Areas of Responsibility:

External Coordination

  • Liaise with external stakeholders at state and locality level; attend all appropriate co-ordination meetings and share information where relevant.
  • Ensure submission of all registration or reporting requirements to local authorities in coordination with the country office.
  • Accompany donor representatives and other official visitors, when requested to by the GOAL Country Director, and provide information as required.

Security:

  • Monitor the context and submit updates to country office.
  • Maintain and implement security management SOPs in line with country standards.
  • Local area incident management with support from the country office.
  • Monitor compliance with security procedures.
  • Brief all visitors and staff on security procedures. Provide regular staff updates and training.

Programmes

  • Understanding of technical programme implementation and familiarity with grant agreements.
  • Operational day to day oversight of technical programme leads. (Technical responsibility for programme activities and grant delivery sits with the programme leads who report to the Director of Programmes in Khartoum)
  • Ensure that all visits to the programme area are successful. Including input to visitor terms of reference, facilitating visits, and following up on any actions.
  • Specific oversight of construction activities to support effective contract management and activity delivery.

Logistics and Procurement

  • Ensure that GOAL’s logistical procedures are adhered to including completion of regular checks on implementation. Report any breaches to the Country Logistics and Procurement Coordinator.
  • Input to country programme logistics and procurement strategies.

Personnel

  • Support all programme area line managers in the implementation of HR policies and procedures.
  • Ensure compliance with the HR policies and procedures.
  • Build a culture of personal learning and development encouraging peer to peer learning and utilization of opportunities for personal development.
  • Ensure that the day to day living and working conditions in their sites is of an acceptable standard or that plans are in place and being implemented to bring the location up to the required standard.

Financial

  • Ensure that GOAL’s Financial Guidelines are adhered, reporting any breaches to the Financial Controller/CD.
  • Complete all checks and approvals in accordance with procedures and authorization levels.
  • Oversight of all expenditure conducted in the programme areas including ensuring all supporting paperwork is in place.
  • Plan for financial resources for activities in line with GOAL policies. Where required adapt activity plans to ensure resources are available.
  • Management of the operational costs budget for the programme area including forecasting, expenditure monitoring and realignment in accordance with available resources.

Information Technology (IT)

  • Monitor compliance with GOAL IT policies and procedures.
  • Promote appropriate use of GOAL digital tools to facilitate effective working.

Key Performance Objectives

  • Coordinated planning and implementation of activities across departments and sites.
  • Security procedures in place, adhered to and adapted as appropriate to the context.
  • GOAL acceptance is good with external stakeholders enabling activity access.
  • Active participation in country management team.

Requirements (Person Specification)

Essential

  • University Degree in Business Management or appropriate GOAL programme related technical area.
  • Four years or more practical working experience in programme management or operation management in development or humanitarian context.
  • Experience in team management and management of technical specialists.
  • Excellent communication and facilitation skills with a wide range of audiences and able to develop relationships with key stakeholders.
  • Experience of building, working within, and managing budgets.
  • Ability to work under pressure and with minimum supervision.
  • Good working knowledge of English, oral and written.
  • Experience working and managing activities in a volatile security environment.
  • Experience working and implementing projects in remote and isolated locations.

Desirable

  • Written and spoken Arabic.
  • Project management qualification.
  • International work experience (outside of home country).
  • Advanced MS Office skills including effective use of SharePoint and cloud working tools.
  • Financial or logistics management background.
