PATH is currently recruiting an Area Coordinator in Tambacounda to lead and oversee the implementation of a subnational program for advanced malaria surveillance. On top of general program management, the position will provide strategic development and oversight, and project monitoring & evaluation expertise. This person will report to the National Coordinator based in the Dakar.

The Malaria Control and Evaluation Partnership in Africa (MACEPA), a program at PATH, is a leader in the fight to end malaria illnesses and deaths. MACEPA refines and develop tools and approaches, invests in national programs, and builds the data that empower national governments to pursue elimination. MACEPA is partnering with countries that have achieved major reductions in malaria illness to develop evidence-based approaches to eliminating the disease. The approach involves optimizing coverage of prevention, diagnosis, and treatment interventions, and advanced surveillance methods to track and treat remaining cases. PATH MACEPA currently works in 4 regions in Senegal: Saint-Louis, Matam, Louga and Tambacounda; and is looking to extend to 25 more districts throughout the regions.

Responsibilities:

  • Represent MACEPA in the northern region in Senegal vis-à-vis regional, districts medical officers and other stakeholders active in malaria prevention, control and elimination in the public and private sector. Promote coordination and support implementation of all key project activities, with emphasis on high quality outputs and compliance with donor requests.

  • Develop, review, and revise work plans – including activity-based budgets; track progress against work plans; and take lead responsibility for preparation of reports and other deliverables to donor and partners under the overall oversight of the MACEPA team in Dakar.

  • Oversee strategic program development and growth in scope of interventions and their transition to national scale.

  • Represent MACEPA with technical working groups and in meetings with other donors, partners, and government officials at the subnational level.

  • Hire and manage project staff as needed in consultation with MACEPA in Dakar.

  • Regular updates – both written and oral – to project headquarters.

Required Skills and Experience

  • Medical Doctor, with an advanced degree in public health, international development, or related field preferred.

  • A minimum of eight years of experience coordinating public health programs, with at least three years of experience in malaria control; or an equivalent combination of education and experience.

  • Demonstrated experience working with government and public health officials at every level. Demonstrated experience in capacity building, supervision, and mentoring.

  • Experience leading and managing technical assistance teams and multi-partner collaborative projects focused on large scale and public health interventions.

  • Experience maintaining close and productive relationships with the Ministry of Health at central and regional levels.

  • Ability to work in coordination with international and national NGOs.

  • Well balanced professional able to see the big picture and keep track of necessary detail.

  • Critical thinker with flexible and innovative problem-solving skills.

  • Strong interpersonal skills.

  • Capacity building, training and mentoring skills highly desired.

  • Excellent written and oral communication skills in French.

  • English a strong plus.

  • Strong computer skills.

Must have legal authorization to work in Senegal.
