Plan International’s work preventing, reducing, and eliminating Child, Early and Forced Marriage (CEFM) in Asia and the Pacific (APAC) spans more than a decade. We believe that voices of our stakeholders in any effort to eliminate CEFM in the region should be heard, and try to ensure that adolescent girls’ needs are integrated in national, regional, and global development, humanitarian, and climate justice action plans.

To highlight its rights-based and gender-transformative commitments and work on reducing and eliminating CEFM, from 2021, Plan APAC has launched various initiatives, including collection of CEFM testimonials and visuals, regional flagship report, CEFM microsite. To contribute to a wider effort to increase our campaigning, especially our digital campaigning capacity and sustainability, there’s a need to connect projects that share the same theme on CEFM in the region. An effective umbrella campaign at the regional level is expected to strengthen CEFM programmes at the national level. Applying the bottom-up approach by mapping country offices’ projects to design the umbrella campaign based on existing resources, Plan APAC can support COs to align their activities smoothly, line up with their national influencing strategy related to CEFM.

Based on the Concept paper approved on Dec, 2021, the 5-year umbrella campaign will be carried out through 03 phases:

  • Phase 1: Campaign conceptualization and pre-launched events: Jan 2022 to June 2022
  • Phase 2: Campaign launch: July 2022 to June 2023
  • Phase 3: Post launch + repetitive actions + preparation for next campaign: July 2023 to June 2025

From April to May 2022, Plan APAC had worked with consultant to organize several workshops with CEFM focal points and Communications, Campaign staff from COs and RH to conceptualize the campaign. The Regional Campaign Strategy and Campaign Blueprint had been developed to guide the strategic direction of the whole-of-region campaign for the next 5 years. We are now moving to phase 2 with the aim to launch the campaign in both national and regional level. There’s a need to design an execution plan for the campaign based on the available resources.

An APAC Regional CEFM Campaign Planning workshop will be tentatively organized in person in lately August or early September, 2022 to design an execution plan based on available Regional Campaign Strategy and Campaign Blueprint.

  1. Objectives

Consultants team will work with Plan APAC to deliver and facilitate a regional offline planning workshop to design an execution plan for 5-year umbrella campaign on ending CEFM based on available Regional Campaign Strategy & Campaign Blueprint. The campaign is expected to strengthen the efforts of the existing Country Offices (COs) projects under the same theme and utilize available resources at the regional level, creating a collective power for effective campaigning and influencing.

Planning workshop will be designed to:

    • Revise and test the feasibility of the Regional Campaign Strategy then develop the execution plan for the campaign at regional level;
    • Align the CEFM project and campaign activity at national level to the regional umbrella campaign using Campaign Blueprint;
    • Share good practices and initiatives on ending CEFM across the region.

    • Tentative date: some time during August 24 to September 2, 2022
    • It is recommended that the workshop is hosted by Plan International Indonesia that has active Ending CEFM project model to serve as field visit for participants.

  1. Tasks and Deliverables
  2. Two main purposes of this consultancy are to:

1. Design and deliver campaign planning workshop for Plan APAC staff at regional and national level, focusing on regional umbrella campaign on ending CEFM, which helping align existing programmes and projects under the same theme in COs and utilize available resources at regional level, creating a collective power for effective and participatory campaigning and influencing.

Consultant will conduct desk review with available resources provided by Plan APAC, including Regional Campaign Strategy, Campaign Blueprint, mapping of CEFM related campaigning activities by Country Offices and other initiatives at regional level related to ending CEFM.

2. Design Campaign Execution Plan with Plan APAC based on the consolidated inputs and results from the desk review and campaign planning workshop. The document needs to include, but not limited to campaign scope, timeline and milestones, key deliverables, resource allocation, monitor and evaluation framework. The consultant will advise Plan APAC on the structure and component of an effective execution plan.

  1. Qualifications and Selection Criteria

Proposals will be evaluated based on technical capacities (70%) and financial proposal (30%). Technical evaluation will be based on the following criteria stated as below.
