About SEED Foundation: SEED Foundation is a locally-registered NGO in the Kurdistan Region of Iraq. SEED’s programming focuses on three key objectives: 1) the delivery of transformational, comprehensive MHPSS services including case management, mental health, and legal services, as well as psychosocial support activities; 2) strengthening the capacity of service providers through education, training, and capacity-building programs; and 3) promoting policy and social change to strengthen the rights of, and protections for, vulnerable groups and individuals through public awareness, technical assistance, and advocacy.

About SEED Foundation’s Anti-Trafficking Programming: SEED’s anti-trafficking unit provides comprehensive services for survivors of trafficking, or those at risk, through the provision of shelter and case management, including mental health and psychosocial support and legal services; strengthen existing public justice system policies and procedures to enhance protections for survivors and those at risk through the development of referral mechanisms and collaboration with key Kurdistan Regional Government (KRG) stakeholders; build capacity of first responders to identify and implement legislation using a survivor-centered approach, through training and ongoing mentorship; and raise awareness of trafficking in persons through the use of various mediums to uphold rights and improve protections for survivors. SEED operates the STEPS Center, a shelter for survivors of trafficking and those at-risk, exists to protect, empower, and support the recovery and reintegration of its residents and is maintained through a public-private partnership between SEED and the KRG. The objectives of the shelter are to 1) provide safe housing to survivors and those at-risk; 2) provide comprehensive services to survivors necessary to support their recovery and reintegration goals, including services for physical health, mental health, legal support, economic empowerment, social support, and long-term housing options; and 3) equip residents to know and claim their rights. STEPS Center staff are committed to providing services that are survivor-centered, rights-based, trauma-informed, and non-discriminatory.

Role of the Anti-Trafficking Protection and Service Delivery Manager (PSDM):

• The Anti-Trafficking (PSDM) is the lead coordinator of case management, mental health, and legal services, including overseeing the provision of comprehensive shelter and community-based service delivery to those who have experienced or at risk of labor or sexual exploitation.
• The Anti-Trafficking PSDM will be responsible for managing the service delivery elements of SEED’s anti-TIP programming and the recovery and reintegration/repatriation services for survivors.
• The Anti-Trafficking PSDM will provide day-to-day management of the STEPS Center – Shelter for Survivors of trafficking and ensure all policies, procedures, and guidelines are in place and adhered to, and staff is supported and provided with case management technical supervision.
• The Anti-Trafficking PSDM supports program design and development, program implementation, MEAL, and reporting for service delivery activities. The PSDM is the lead for assessing the capacity of service delivery staff and building their capacity using resources from across SEED.
• The Anti-Trafficking PSDM will ensure that all service providers receive adequate supervision from the Service Delivery Coordinator. The PSDM will ensure all accountability and safeguarding measures are in place. The PSDM will represent SEED with other organizations, donors, and with local offices of the Kurdistan Regional Government (KRG).
• The Anti-Trafficking PSDM will collaborate with government, law enforcement, UN and NGO partners to ensure holistic service provision, both for survivors in the shelter and those residing in the community and will ensure the dignity, respect, and confidentiality of all involved. Upholding SEED’s mission, objectives, core values, and guiding principles and ensuring the safety, health, and wellbeing of all clients and staff are the Service Delivery Manager’s primary objectives. The PSDM will report to the Anti-Trafficking Program Director.

Specific Tasks:

Service Delivery (SD) Management and Leadership: 40%

• Ensure that service delivery is in line/compliance with grant agreements, donor regulations, SEED Foundation policies and procedures.
• Ensure that case management, integrated cash assistance, mental health, legal and community-based MHPSS services are delivered in a safe and accessible way, and fully adhere to international standards and best practices in responding to human trafficking survivors and protection programming.
• Contribute to the creation of policies, procedures and approaches that assist and improve SEED anti-trafficking programs and interventions. Ensure all policies, procedures and standards are up to date, reflect a trauma-informed and survivor-centered approach and are adhered to by service delivery staff.
• Ensure ongoing consultation with target groups at all stages of service design and implementation to ensure that services provided are safe and meet their needs.
• Assist the Program Director with program design planning.
• Ensure implementation of services is on time, progressing towards program targets and within budget, in line with shared accountability with program managers, identifying challenges and undertaking course correction as required.
• Provide technical support to service providers especially on complex cases, including advocacy and liaison with government and other actors.
• Help team members identify problem solving options and ensure the integration of all team members into relevant decision-making processes.
• Oversee all administrative and operational needs of the STEPS Center – Shelter for Survivors of Trafficking, including human resources, procurement, maintenance and safety and security systems, and procedures in close coordination and with support from the Operations Department in HQ.
• Ensure that SEED Foundation’s accountability framework, including CSG and PSEA safeguarding, is adhered according to policies and procedures.
• Expand SEED’s service delivery service for survivors of human trafficking and those at risk through the design of relevant interventions, including to strengthen and expand SEED’s mobile service delivery and to conduct targeted and relevant outreach, ensuring survivors or those at risk hear about and understand how and where to get support, as required.
• Manage and oversee a multidisciplinary service provider team, ensuring all staff understand and implement SEED’s policies and procedures, and develop a monitoring framework through which specialized case management supervision, guidance, and training support staff to meet SEED standards.
• Maintain up to date knowledge and understanding of human trafficking legislation, policy, regulations and local trafficking issues, and coordinate with SEED’s Anti-TIP Lawyers to provide timely and safe legal support for survivors or those at risk.
• Develop and implement service delivery responses and supports that empower and equip clients to recover, know and claim their rights, build resilience and gain skills that support them to build a safe future.
• Coordinate with the Program Director and SEED’s Technical Unit to ensure the provision of technical assistance is provided to service delivery staff. Identify staff capacity building needs and ensure training is incorporated into program planning.
• Maintain up to date knowledge of and understanding of reintegration and repatriation processes and protocols and develop relationships with relevant global partners to facilitate safe, voluntary and empowering repatriation services for survivors and those at risk.
• Through the incorporation of survivors voices, support the design and development of relevant awareness-raising initiatives, which seek to educate the public on issues of human trafficking and provide opportunity for survivors to understand their rights and access support and protection.
• Conduct and contribute to regular meetings with all staff to review SEED policies, procedures, program updates on targets.
• Lead the STEPS Center Admissions Committee, reviewing TIP screening for individuals requesting shelter assistance.

Staff Supervision and Management (30%)

• Manage and supervise service delivery coordinators, lawyers, and other service delivery staff including development of work plans, conduct of appraisals and provision of feedback.
• Take lead in recruitment and onboarding of all staff according to SEED recruitment procedures.
• Provide ongoing mentoring and on-the-job coaching for service providers to improve their skills and quality of services to clients
• Ensure that service delivery staff have in place self-care plans, and coordinate with the relevant technical advisors to ensure that staff participate in team building activities, debriefing and supervision.
• Identify any gaps or capacity needs within the team and ensure training and capacity development is incorporated into program planning.

Monitoring, Evaluation, Reporting and Learning (15%)

• Ensure all service delivery staff understand and are supported to gain capacity to follow monitoring and evaluation procedures and work with SEED’s Monitoring and Evaluation Unit to ensure activities are properly monitored, documented, evaluated, and reported on.
• Support program M&E, including development of tools, to ensure accurate data collection and adequate feedback and learning.
• Oversee staff engagement with SEED’s case management database, ensuring on-going, accurate data collection and meaningful analyses with timely dissemination of strategic information to drive learning and improvement of program quality.
• Analyze lessons learned in service delivery and provide technical assistance and recommendations on strengthening policy responses for the identification of and responses to potential cases of TIP; support the development of training materials for the KRG, ensuring a strong feedback loop and better protections for survivors.
• Make recommendations for program development and course correction.
• Produce high quality, timely program reporting for internal and donor audiences.

Coordination and Organizational Representation (15%)

• Represent SEED with donors, UN agencies, NGOs and stakeholders, as is deemed strategic and relevant.
• Engage with and participate in the Anti-Trafficking in Persons coordination platforms, collaborating with stakeholders to support policy and procedure development, information sharing and coordination among Anti-TIP actors.
• Develop strategic partnerships and maintain effective working relationships with key stakeholders, program partners and other relevant actors and represent and promote SEED’s mission, values, and work.
• Facilitate information sharing among other SEED programs and team members about contextual updates, coordination and reporting mechanisms.
• Contribute to the development of content for websites, newsletters, social media and campaigns, and participate in media engagements as requested.

Key Qualifications and Values:

• University degree in Social Work, International Law, Human Rights, Sociology, Psychology, or a related field.
• At least five years of related professional experience in a similar context, including experience working with law enforcement and/or government and experience working on anti-Trafficking initiatives, required.
• Previous experience of working in anti-trafficking roles and a strong understanding of the issues affecting survivors of trafficking.
• At least three years experience overseeing the provision of service delivery or comprehensive case management services to survivors, preferably in an International context.
• Demonstrated project management skills and associated experience.
• Experience working within a shelter, safe houses or other residential facility serving survivors of violence.
• Strong belief in human rights and equality. Understand the needs of beneficiaries.
• Excellent interpersonal skills, diplomacy, and persuasion skills.
