Job Overview: We are looking for an Anti-Trafficking Coordinator to provide intensive and comprehensive case management services to foreign-born survivors of sex and labor trafficking, while concurrently partnering with community organizations and government agencies to raise awareness of human trafficking and identify the needs of survivors. The Anti-Trafficking program works to find sustainable solutions that are appropriate for the unique situations of each client. The Anti-Trafficking Coordinator oversees the implementation of the Alameda County HOPE contract, the federal USCRI contract and the newly awarded Office of Victims of Crime Housing contract. This includes staff supervision, grant compliance and reporting, providing limited case management, maintaining documentation, and partnership development.

Major Responsibilities:

Staff Supervision and Development

  • Provide direct supervision to the Anti-Trafficking team including recruitment, hiring and staff training and development;
  • Train, onboard, and supervise volunteers and interns associated with the program;
  • Ensure that job expectations and performance objectives are clear for all direct reports and follow up on annual performance review and goal planning process.

Client Services

  • Provide trauma-informed comprehensive case management for foreign-born survivors of trafficking to help them feel safe, empowered and stable (limited caseload – no more than 5 clients);
  • Ensure acute client needs are met in a timely and culturally appropriate manner;
  • Complete individualized initial assessment and safety planning, orientation to services, support, referral, and advocacy services by assessing and evaluating clients’ distinct needs;
  • Assist clients with referrals and access to appropriate resources including shelter, physical and mental health services, and legal services to work towards a stable immigration status;
  • Prepare, distribute and document direct assistance requests for clients including rent, utilities, and other payments. Maintain record of expenses in case file & electronic databases;

Grants, Compliance and Finance

· In collaboration with Director and Development team, identify and apply for new funding opportunities.

  • Oversight of contracts related to human trafficking including meeting program objectives, budgets, compliance, and grant reporting including drafting reports as required by funders and/or donors;
  • Reconcile county and federal grant budgets for direct client assistance and admin funding in collaboration with the finance department;
  • Oversee and maintain quality documentation in accordance with grant requirements to ensure all direct service and training and outreach activities meet funder guidelines including case notes, case file documentation, service provision, training logs and reporting from partner organizations;

Program Coordination and Development

  • Align with all policies, procedures and protocols of the agency;
  • Build partnerships with coalition members and providers and work to connect clients to available resources, including various local, state, and federal law enforcement agencies.
  • Work alongside coalitions to improve regional services available to survivors of trafficking via community outreach, training and engagement;
  • Assist with local oversight and strategic development of program contracts;
  • Collaborate effectively with other Oakland programs and enhance cross-departmental services;
  • Participate in all IRC program meetings, staff development activities, and fully engage as a member of the Oakland leadership team;
  • Other related duties as assigned.

Key Working Relationships:

· Position Reports to: Oakland Director

· Position directly supervises: Anti-Trafficking Caseworkers, interns, volunteers

Job Requirements:

  • Undergraduate degree required with an emphasis in Social Work, Psychology, or an equivalent field of study;
  • 2+ years of relevant work experience in Social Service, case management, human service or related fields;
  • Excellent understanding of case management principles with outstanding organizational and case-file/ document management skills;
  • Experience leading teams and providing staff supervision and oversight;
  • Experience with budget development and tracking;
  • Linguistically and culturally competent to holistically serve anti- trafficking population;
  • Self-starter with excellent problem-solving skills combined with the demonstrated ability to multi-task, prioritize duties, and manage time effectively;
  • Proficiency in written and spoken English required. Proficiency in spoken Spanish strongly preferred.

Working Environment: Standard office work environment coupled with frequent travel in and around the service delivery area with recurring need to provide services outside of traditional work hours (evenings and weekends)
