Job Purpose

The Assistance Division provides HQ, Resource Mobilization teams, and field operations with strategic support and professional expertise in four key areas: Economic Security, Health Care Services, Water & Habitat and Weapon Contamination. The Analytics Manager will be a member of the Assistance Division Data Management team, supporting its data quality assurance and reporting requirements. S/he will monitor complex data quality controls and ensure the proper application of data policies for the coherence and harmonization of data across reports and dashboards. S/he will support the division’s strategic analytical needs, including data-informed decision-making and performance improvement of programs across the globe. This function will have programmatic expertise in Assistance data to support the response on the ground and meet operational requirements for analytics. It requires a technical mindset and proven skills in cross-functional data analytics and data management.

Main Responsibilities

Reporting and Analysis

  • Creates high quality, actionable strategic reports and analyses on a recurring and ad hoc basis using internal and external data to enhance Assistance Division programming and improve performance in the field
  • Contributes to institutional reporting requirements for donors in close collaboration with the Assistance Division units, Resource Mobilization teams, and the field teams
  • Produces reports and dashboards on the performance and quality of programs for Assistance/Operations leadership decision-making, support of daily activities, and institutional reporting
  • Develops and maintains dashboards throughout its lifecycle (requirements gathering, wireframing, development, testing and data validation, deployment, maintenance and debugging) and contributes to the dashboarding Content Catalogue of Assistance data
  • Supports, contributes to, and ensures compliance with best practices, standards, guidelines, and templates for data and analytics in Operations, and works on their continuous improvement
  • Assists the division in reflecting on performance measures, management concerns, improvements in the various functional areas of expertise and the institutional strategy
  • Coordinates with the team and other stakeholders on assigned outputs

Data Quality

  • Monitors and validates the portfolio of data sources to ensure accuracy, completeness, timeliness, and coherence against regular field narrative reports and publications, Assistance division units data guidelines policies and data quality rules
  • Consolidates, structures and enriches field data in collaboration with the field offices, business process owners and heads of programs at headquarters
  • Supports corrective actions for data issues and contributes to the improvement of these processes through regular reviews and engagement with delegations, Assistance division units, and ICT stakeholders
  • Contributes to and enhances standardization and streamlining initiatives, reference guidelines, and documentations
  • Ensures continuity and smooth transition of data, reports and dashboards through updates or changes to the system sources
  • Aligns data to institutional data governance and industry best practices

Selection Requirements

  • Bachelor’s degree in a quantitative field (statistics, mathematics, finance, economics, engineering, or similar technical field) or equivalent experience
  • 5 to 9 years of practical, hands-on experience in implementing data science, analytics, data management, or business intelligence projects
  • At least 1 year of experience using data visualization tools, such as Tableau, PowerBI, Google Data Studio, or others.
  • Experience in SQL and manipulating large data sets in a database preferred but not required.
  • Experience in statistical modeling and analyzing large data sets using statistical software, such as SAS, SPSS, R, Python, or others, preferred but not required.

  • Ability to analyze and ensure the accuracy of complex, technical, qualitative and quantitative information and to be able to communicate this to various stakeholders
  • Strong attention to detail and critical thinking skills
  • Ability to manage multiple projects and tasks simultaneously
  • Ability to develop data products based on organizational or stakeholder needs
  • Good verbal and written communication and interpersonal skills in English to effectively collaborate with multi-cultural stakeholders; French or Spanish language proficiency is an asset
  • Experience in humanitarian, development, social work, public policy, or similar fields is an asset
