About the Division of Youth Services: The Division of Youth Services (DYS) provides a continuum of residential and non-residential services that encompass juvenile detention, commitment and parole. DYS is the agency statutorily mandated to provide for the care and supervision of youth committed by the District Court to the custody of the Colorado Department of Human Services. The Division operates 14 secure facilities that serve youth between the ages of 10 and 21, who are pre-adjudicated, sentenced, or committed. The Division also contracts with numerous private residential and non-residential service providers throughout the State. For pre-adjudicated youth, the Division is also responsible for the management and oversight of Senate Bill 91-94; a State-funded, locally administered program that provides services to youth at risk of further progressing into the juvenile justice system. In addition to residential programming, the Division administers juvenile parole services throughout the State.

Division of Youth Services Mission: It is the mission of the Division of Youth Services to protect, restore and improve public safety through a continuum of services and programs that: Effectively supervise juvenile offenders, promote offender accountability to victims and communities, and build skills and competencies of youth to become responsible citizens.

Description of Job

Summary Of Work Unit

The Senate Bill 94 office has statewide oversight of the 22 Senate Bill 94 programs, statewide detention bed management, and the Interstate Compact on Juvenile Operations. The Colorado Youth Detention Continuum (CYDC) oversees the juvenile services fund allocated to judicial districts through 19-2.5-1407 C.R.S to each of the state’s 22 judicial districts for juvenile pretrial services. This includes management of the state’s 215 secure detention beds. This unit offers programmatic support to local CYDC programs, contract management, oversight of annual reporting requirements, staffing of the statewide working group found in 19-2.5-1404

Summary Of The Position

  • GAP Analysis/Development of Performance Standards and Outcome Measures:
    • This position is a Senior Authority for Colorado Youth Detention Continuum (CYDC). This position is critical to the implementation of work described in. As a Senior Authority this position directly influences management decisions within CDHS, at state court administrator’s office, local probation offices, courts, and county human services departments.
    • This position is responsible for the oversight of the gap analysis through work with local jurisdictions, Division of Youth Services (DYS), and working group to include profiles of youth served, needs of the youth in each community, available resources, and resource development.
    • Responsible for the development of a mapping process for statewide and local planning, addressing changes to the annual juvenile services plan, educating local programs and working groups on best practices.
    • This position is responsible for reviews of available data within multiple databases in order to report on availability of resources within the juvenile justice continuum. This position guides the working group and DYS in the development of policy and procedure and best practices related to serving youth in the least restrictive settings.
  • Statewide Database Management:
  • This position is responsible for designing future statewide database systems and provides technical guidance and direction to peers dedicated to SB 21-071 work across CDHS.
  • This position directs system enhancement and reporting that management utilizes to guide future legislative efforts related to juvenile justice reform. These reforms include systems outside of CDHS such as Diversion (managed by locally elected District Attorneys) and state court administrator as well as county departments of human services.
  • This position works closely with the Juvenile Justice Resource Specialist in the Child Welfare Youth Services Unit.

Minimum Qualifications

Education and Experience:

  • Bachelor’s degree from an accredited institution in a field of study related to the work assignment
  • Four years of professional experience in an occupational field related to the work assigned to the position.

Substitutions

  • Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
  • Additional appropriate education will substitute for the required experience on a year-for-year basis.

Conditions Of Employment

  • Be a minimum of 21 years of age, with no felony convictions or history of domestic violence

  • Effective September 20, 2021, employees will be required to attest to and verify whether or not they are fully vaccinated for COVID-19. Employees who have not been fully vaccinated may be required to submit to serial testing in the future. Upon hire, new employees will have thirty (30) business days to provide attestation to their status with proof of vaccination. Vaccinated employees must provide proof of vaccination. Note: Fully Vaccinated means two (2) weeks after a second dose in a two-dose series of the COVID-19 vaccine, such as the Pfizer or Moderna vaccine, or two (2) weeks after the single-dose vaccine, such as Johnson & Johnson’s Janssen vaccine, as defined by the most recent State of Colorado’s Public Health Order and current guidance issued by the Colorado Department of Public Health & Environment.

Included in the background investigation is a current/previous employer check. Your current and previous employers within the last 10 years must be listed on your application even if the job duties are unrelated to the Analyst V position. The Assessment Process

Colorado Revised Statutes require that state employees are hired and promoted through a comparative analysis. The comparative analysis for this position will include a review of your application material and your responses to any supplemental questions.
