ORGANIZATIONAL OVERVIEW

The END Fund is the world’s leading collaborative philanthropic investment vehicle dedicated to controlling and eliminating neglected tropical diseases (NTDs). NTDs are parasitic and bacterial infectious diseases – including intestinal worms, river blindness, trachoma, schistosomiasis and lymphatic filariasis – that affect over 1.7 billion people globally. By engaging a community of activist-philanthropists and taking a systems approach, the END Fund works in collaboration with governments, local and international NGOs, pharmaceutical companies, and academic partners on the global campaign to control and eliminate the most prevalent NTDs by 2030.

Since our founding in 2012 through 2020, with our partners, the END Fund has provided over 1.1 billion treatments for NTDs worth more than $1.3 billion. In 2020 alone, we reached more than 91.9 million people with more than 133.6 million NTD treatments, representing an almost 10-fold increase from 2012. ABOUT THE END FUND’S PROGRAMS TEAM AND APPROACH TO MEASUREMENT, EVALUATION & LEARNING

The END Fund manages an NTD program investment portfolio with a total value of more than $30 million per year. This granting portfolio is spread across more than 25 countries in Africa and Asia and currently managed through three programmatic investment funds: the Flagship Fund, the Deworming Innovation Fund, and the Reaching the Last Mile Fund. It is essential and central to our work to use evidence for continuous improvement, and data to facilitate comprehensive fund performance analysis and evaluation of value for money, return on investment, and quality of practice.

The successful candidate will work with the Director MEL on robust monitoring systems and tools, tracking data, deep analysis of all relevant metrics, generating and disseminating knowledge, leading learning efforts among stakeholders (i.e. implementing partners, technical experts, END Fund colleagues) and supporting programmatic innovations.

THE OPPORTUNITY

The MEL department rigorously focuses on enhancing our evidence-based approach to grantmaking, innovation and learning. We build on the Programs team’s culture and systems of evidence generation to systematically measure the impact of our investments. The primary role of the Analyst, MEL will be to support the Director, MEL in the design and implementation of monitoring, evaluation and learning activities to strengthen and inform the END Fund’s programmatic investments in support of the organization’s ambitious impact goals and the global NTD agenda.

The Analyst will be responsible for the provision of M&E support to a range of activities including: supporting the strengthening of M&E systems, developing and implementing a learning agenda, contributing to innovative solutions supporting strategy implementation, and designing and implementing surveys, mapping and assessments to demonstrate the END Fund’s contribution to global NTD targets.

The day-to-day of this position will entail extensive work with data, including reviewing and assessing technical documents, such as survey protocols or M&E frameworks; creating and updating tools and developing analysis and visualizations; and collaborating with Programs team members and technical partners to support grants through meetings, field visits and coordination. The successful candidate will be able to work independently with minimal oversight, have the ability to prioritize and manage multiple activities and projects with strong analytical and written communication skills, and a high attention to detail. This is an individual contributor position with no direct reports. This role is remote, working on a distributed team that communicates regularly via Zoom and Slack.

ESSENTIAL FUNCTIONS & CORE COMPETENCIES

Conceptualization and development of MEL tools and activities

  • Assist in the design of comprehensive M&E strategies, policies, frameworks, and toolkits (including performance indicators and benchmarks) through research of best practices and tools and thorough examination of literature, and disseminate amongst the Programs team

  • Manage and/or assist in the implementation of specific activities designed to evaluate our programmatic investments, either conducted internally or by external evaluators

  • Aid the development and maintenance of ad-hoc MEL tools to compile, analyze and report the fund’s data and progress, including epidemiological, coverage and impact survey data

  • Contribute to enhancement of systems and procedures for continuous functional improvement

Data management and analysis

  • Oversee specific aspects of MEL within END Fund projects, ensuring END Fund, partner, and donor requirements are being met

  • Liaise regularly with Programs colleagues to ensure M&E requirements are understood, completed, and submitted in a timely manner, and provide support to staff members to ensure high quality data collection and reporting

  • Propose and implement new analyses depending on project needs; identify methods to strengthen M&E processes

  • Conduct regular quantitative and qualitative data analyses on baselines, targets and performance to assess program impact, inform ongoing program implementation and contribute to organizational targets

  • Support data management processes in Salesforce and other systems, including database updates and data visualisations, and monitor the development of defined indicators within the Salesforce database

  • Travel on behalf of the END Fund up to 25% domestically and/or internationally (when travel safely resumes)

  • Any other activities as requested by the Director, MEL

Technical support in survey design and implementation

  • Support the supervision of planning, design and implementation of data collection surveys administered by the END Fund’s implementing partners (including NGOs, INGOs and government ministries); support Director in conducting and commissioning evaluations of END Fund programs

  • Review findings from data analysis and final reports developed by implementing partners to verify coherence and provide programmatic recommendations, and conduct additional dataset analysis as required

Board and donor reporting

  • Liaise with members of the Program team, the Strategy & Operations team and the Investor Relations team to update relevant tracking and reporting tools on a regular basis using Salesforce

  • Support development of presentations and other materials to support communication of performance

Learning, knowledge sharing and dissemination

  • Support the Director, MEL to develop and implement a learning agenda that assesses, documents and shares lessons with internal and external audiences as appropriate (e.g. annual learning events, communities of practice, conferences)

  • Keep up-to-date with research and guidelines related to M&E for neglected tropical diseases

  • Support the design and delivery of MEL training and capacity-building activities to implementing partners and/or within the END Fund

EDUCATION AND EXPERIENCE

  • Master’s Degree required in a quantitative field related to M&E, such as data management and analysis, epidemiology, biostatistics or another relevant discipline

  • Minimum of five years of directly relevant experience in M&E, research, survey implementation and/or epidemiological work (essential), with at least two years in the global health sector working in NTDs, infectious disease, disease elimination or similar practice (preferred but not required)

  • Experience developing and implementing M&E metrics and tools, including indicator development, data collection, and quantitative and qualitative analysis. Epidemiological survey design, analysis, and management in low-resource countries is preferred

  • Proven experience in statistical analysis in an epidemiological context, with strong attention to detail

  • Experience in using R or STATA statistical coding packages

  • Proficiency in data cleaning, merging and analysis of programmatic datasets, ideally with Salesforce and Tableau

  • Excellent verbal and written communication skills

  • Strong organizational, time management, and analytical capabilities

  • Proven ability to work independently using own initiative

  • Passion for and commitment to the END Fund’s humanitarian mission

  • Ability and willingness to travel, once travel safely resumes

  • Authorization to work in Kenya, United Kingdom, or United States, without visa sponsorship, required
