The ACAPS Ukraine Analysis Hub (UAH) has been monitoring the humanitarian situation conflict in Ukraine and producing timely, independent, and high-quality analytical products on the humanitarian situation in Ukraine and the region since March 2022. Since its inception, the UAH has delivered a comprehensive set of analytical products, including in-depth analytical reports and datasets. The hub is composed of 18 people (staff and various consultants) across 3 countries.

We are looking for a Team Leader Analysis Hub based in Kyiv, Ukraine, for an initial period of 1 year.

JOB PURPOSE

The selected candidate will be responsible for the effective functioning of the Hub, she/he will be the day-to-day manager of the Hub and will report to the ACAPS Head of Programme. The Team Leader will have direct supervision of a team of 18 people, based in different places including Ukraine and Poland. The duty station is Kyiv with regular travels to visit the team.

This will entail direct responsibility for setting strategy and priorities, quality assurance and relevance of Ukraine hub products, maintaining key operational relationships in and outside Ukraine, high-level engagements and fundraising. The team leader will be the budget holder of the hub.

RESPONSIBILITIES

Leadership

  • Establish and develop relationships with key stakeholders and donors
  • Represent the Hub at high level forums.
  • Lead, inspire, and develop a team of in country and remote analysts and supporting consultants.
  • Work closely with the ACAPS management team to ensure the hub’s activities reflect ACAPS’ strategic objectives.

Management

  • Provide operational and strategic guidance to maximise the Hub’s relevance to the response and maintain high quality products.
  • Ensure the efficient and effective implementation of project activities in line with the ACAPS guidelines.
  • Develop and monitor project progress, including financial management, reporting and compliance with the donor requirements.
  • Monitor and assess project risks.
  • Develop the strategy and related fundraising approach for continuation of the Hub.
  • Ensure roles and responsibilities of the team are well defined.
  • Recruitment and management of staff and consultants
  • Ensure that MEAL processes are taking place and changes implemented based on findings.
  • Coordinate with other ACAPS Hubs, including CrisisInSight team on ACAPS global products.

Technical Oversight: Be responsible for the technical quality of all Hub products, providing sign-off for products on behalf of ACAPS and overseeing the design of ACAPS thematic research.

Operational Processes: Ensure all ACAPS operational processes are in place and implemented.

QUALIFICATIONS

Qualification

  • Master’s degree, preferably in humanitarian action, management, social sciences, international relations, research, or international development.
  • A bachelor’s degree with an additional 2 years of experience will be accepted instead.

Experience

  • 10 years of relevant experience in the humanitarian sector including 5 years of management experience and at least one in a conflict setting, complex environment, and humanitarian context.
  • Experience leading multi-disciplinary, multinational, remote teams in complex environment.
  • Understanding of humanitarian coordination structures.
  • Demonstrated experience in analysing humanitarian crises. Significant understanding of humanitarian needs assessments and working with primary and secondary data, qualitative and quantitative methodologies.
  • Experience designing and/or carrying out research (primary, secondary, or both).
  • Experience in the workings of the UN system and humanitarian operations across a variety of geographical areas.
  • Successful fundraising experience.
  • Excellent knowledge of Ukraine’s economics, politics, social and cultural dynamics, and history.
  • Large professional networks in Ukraine and Poland.
  • Previous experience with ACAPS is an asset, as is experience working within the humanitarian response in Ukraine.
  • Proven ability to deliver against targets and meet deadlines within a short timeframe.
  • Very strong communication and negotiation skills, both written and oral.
  • Fluent written and spoken English; Ukrainian and/or Polish an asset.
  • Excellent computer skills (MS Office incl., Excel spreadsheets, word-processing)
