ANALYSING HOUSING AND LAND PROPERTY IN THE CONTEXT OF RECOVERY, RESILIENCE AND DURABLE SOLUTIONS FOR INTERNALLY DISPLACE POPULATIONS AND RETURNEES

  1. Assess and catalogue existing legal, administrative and policy frameworks that are applicable or relevant to the protection of general HLP rights in South Sudan within efforts towards durable solutions in South Sudan.
  2. Analyse the cultural factors and other broader societal dynamics fueling, promoting and/or sustaining HLP issues within the broader approach towards attaining durable solutions among various fora.
  3. Conduct a comprehensive stakeholder analysis of the groups that are influencing or could influence, positively or negatively, decisions, policy development and policy actions, and/or the implementation of such initiatives.
  4. Analyse the correlation or general sociological interplay between persistent threats on HLP, and the potential of displaced communities achieving durable solutions.
  5. Analyse the interest, roles, responsibilities and perceptions among stakeholders e.g. government, private sector, development and humanitarian stakeholders, and the affected populations regarding HLP in their relevant contexts(whether recovery, resilience etc.). From their perspectives, what do they think and how do they think the problem can be addressed?
  6. Advance practical and pragmatic programmatic and policy recommendations to effectively address the HLP phenomenon in South Sudan to attain durable solutions. A comparative analysis of similar contexts, regionally and globally should be drawn. Recommendations should cover gaps, deficiencies and other inadequacies identified for the objectives mentioned.

Review existing NRC South Sudan HLP Learning Manual and integrate up to date gender-sensitive and responsive content (sessions, tools, guidance) in a locally and culturally appropriate way.

Qualification

NRC seeks expressions of interest from people with the following skills/qualifications:

Knowledge/Skills

  • Extensive knowledge of the context in South Sudan
  • Experience working on HLP, Resilience and Durable Solutions in South Sudan.
  • Strong understanding of humanitarian principles, action, and programming including the Triple Nexus.
  • Proven successful experience in publishing research, assessments, studies etc.
  • Proven ability to design and conduct qualitative research, using key informant interviews, and to synthesize large amounts of new information
  • Excellent verbal and written communication skills particularly in discussing complex problems for a broad audience
  • Willingness and ability to travel and conduct research in South Sudan.
  • A proven ability to deliver projects on time and to a high standard
  • Demonstrated experience on HLP evidenced with copies of previous/related work in South Sudan (minimum two publications/reports/products to be attached to proposal).
