Action contre la Faim coordonne ses programmes autour de 5 domaines d’activités : Nutrition et Santé – Santé Mentale, Pratiques de Soins, Genre et Protection – Sécurité Alimentaire et Moyens d’Existence – Eau, Assainissement et Hygiène – Plaidoyer. RESPONSIBILITIES

Under the management of the Emergency Team Leader, you will provide leadership of technical departments at country level to deliver an optimal emergency response to events as assigned in a timely manner.
More precisely your mission will be to:
– Provide Leadership on the Emergency Response Strategy and implementation – Through deployments, provide overall leadership during an emergency response (scale-up of activities, opening of new areas, internal emergencies, etc.). Activities may include (not exhaustive): – Design the Emergency Response Strategy in collaboration with the mission senior management team
– Lead on needs assessment and emergency programs development. Ensure emergency programs are developed in line with humanitarians needs and if not the case, propose solution for adjustment
– Ensure emergency programs start in a timely manner and are implemented at speed and scale. If not the case propose or take corrective measures
– Lead on all fundraising activities and ensure all funding sources are assessed

– Represent and liaise on behalf of programmes departments with donors, authorities, UN agencies, and other stakeholders (NGOs, civil society, etc.) – Liaise with stakeholders if a senior level involvement is required, upon request of the Country Director
– Strengthen field and coordination level information-sharing with IOs, NGOs and Government
– Ensure that ACF is well positioned across the different emergency coordination mechanisms

– Manage and support the team – Through deployment, manage and coordinate the programmes teams (including head of departments, grants, and MEAL) to facilitate the quality set up and implementation of the emergency response. Activities may include (not exhaustive): – Ensure the scale of the program team is in line with the Emergency Response Needs. Scaling-up as needed. Assess the gaps and identify resources to cover them
– Recruitment of direct reports as appropriate
– Ensure on boarding system for new programs staff are in place and implemented
– Ensure that the team objectives are adapted to the emergency response needs and that resources are provided to help team members meet their goals
– Ensure capacity building and allow teams to carry on activities after departure
– Promotion of ACF values, cross-cutting commitments, international standards…

REQUESTED PROFILE

– You hold a Master’s Degree, ideally in Humanitarian Program Coordination, International Development, International Relations
– Minimum 3 years work experience in similar emergency setting and responsibility
– You have excellent management skills specially of large scale programme (experience in HR, projects and stress management)
– You have strong ability to organize, train and motivate a multicultural team
– You have excellent diplomatic and negotiation skills
– You are disciplined, organised and able to work independently
– You are fluent in English and/or Polish or Ukrainian

SPECIFIC CONDITIONS / SALARY

6 months fixed term contract under French legislation:
– Monthly gross salary from 2 735 to 3185 EUR based on experience
– Per diem and living allowance: TBD.
– Country allowance TBD
– + 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.
– + child allowance 1500 Euros per year per child (capped at 6000 euros)
Medical coverage: 100% coverage of medical expenses + repatriation insurance
Leaves and RnR:
– 25 days of paid leaves per year.
– + 20 RnR per year.
– + 215 EUR at each RnR period.
– Coverage of the transportation expenses to the RnR area of reference
Training:
