As part of the world’s largest humanitarian network, the American Red Cross maintains a pool of trained disaster responders in the areas of relief supplies, cash and vouchers assistance, IT & Telecommunications, Information Management, Mapping/GIS, Operations Management and interagency coordination. The International Disaster Response Roster consists of experts in these areas, ready to deploy to an international disaster response operation on short notice.

The American Red Cross’ role in international crises is different from its role in domestic disasters. Our support is triggered by a request from the local Red Cross or Red Crescent team in the country affected and coordinated through the International Federation of Red Cross and Red Crescent Societies (IFRC). Since the local Red Cross and Red Crescent organizations have their own staff and volunteers who are trained to respond to large-scale disaster operations, we only send designated types of qualified specialists abroad upon the request of the affected Red Cross or Red Crescent team.

Relief & CVA (Cash & Voucher Assistance): Roster members deploy to international disaster zones in a wide variety of emergency relief roles to help meet the immediate needs of people impacted by crises. These teams help identify and register beneficiaries in order to help provide basic needs. These include but are not limited to vital relief items such as food, water, and shelter items. Teams can also facilitate the design, implementation and monitoring of cash transfers.

Key Responsibilities

Response Analysis

  • Share Cash Voucher Assistance (CVA) feasibility results with all sectors and support service functions for decision making on response options and modality choice.
  • Use available information to select the appropriate CVA delivery mechanisms for different CVA components of the response prioritizing speed and scale in relief along with cost effectiveness related aspects such as beneficiary preference, safety and security, and context specific considerations for different target groups.

Operational set up

  • Support and provide technical support and inputs in the ongoing operation. Be responsible for setting up the CVA component including development of the plan of action and budget. Ensure program delivery follows the Plan of Action, Rapid Response Role Profile Rapid Response Profile, CVA Officer Red Cross & Red Crescent Internal and beneficiary selection and transfer mechanisms follow agreed National Society (NS) procedures and Standard Operating Procedures (SOPs.) Maintain overall oversight of all CVA elements ensuring targets are met and identified risks are mitigated.
  • Use available data generated by external CVA actors in country to determine the transfer value which best meets the project objectives and decide on the frequency of the transfer. Implementation
  • Provide technical support, resources and inputs to implement the CVA component of Early Action/Disaster Relief Emergency Fund (EA/DREF) an ensure a viable implementation plan.
  • Oversee and support the delivery of the plan of action, including the Planning, Monitoring, Evaluation, and Reporting (PMER) framework ensuring achievement of the set objectives and milestones.
  • Identify and advise on HR needs to ensure a smooth implementation of the program.
  • Ensure Community Engagement and Accountability (CEA) approaches are integrated throughout all phases of the implementation. Monitoring and PMER links.
  • Together with PMER, outline the PMER plan and adapt the necessary monitoring & evaluation (M&E) tools from the Red Cross Red Crescent (RCRC) toolkit. This includes tools for baseline and verification visit, exit survey (at distribution/encashment location), site observation, post distribution monitoring (HH-level), focus group and key informants’ interviews, beneficiary feedback and response mechanisms and market and price monitoring. Coordination and communication.
  • Coordinate with Movement and non-Movement program partners. Together with the NS cash focal point, participate in the cash coordination structure when/if established and any other coordination meetings. Capacity building and cash preparedness
  • Provide mentoring and coaching including on-job learning to NS staff and volunteers and closely liaise with NS field coordinators and volunteers assigned to the program to ensure coherent and coordinated implementation

Qualifications

At a minimum, international disaster response roster members are required to meet the following:

  • Significant technical expertise and demonstrated experience in at least one of the American Red Cross’s priority response domains; for Relief at least three (3) years of experience in at least one of the following:

– Community development or international development projects

– Disaster response/humanitarian assistance

(international or domestic)

  • Fluency in written & spoke English is required; fluency (ability to fully function in business environment) in another foreign language (especially Spanish or French) a strong plus.
  • Motivation and strong commitment to the Red Cross Red Crescent’s Fundamental Principles.
  • Diplomacy, teamwork and problem-solving skills, cultural sensitivity, tolerance, flexibility, and the ability to function effectively in a demanding and often rugged environment.
  • Ability to work effectively in high stress, insecure and volatile environments for extended periods.
  • Ability to live in basic and sometimes harsh living conditions (i.e. – no access to temperature control/electricity; sleeping in a tent/cot/shared residence; working long hours in the sun; limited access to specific diet/food, limited or medical care, limited access to communications with family back home, etc.).
  • Fully vaccinated for COVID-19 and submission of vaccine status and supporting documentation in Volunteer Connection.
  • Willingness to carry vaccination card to work assignments.
  • Current and valid passport required
