Purpose:

Plan International Jordan is Seeking an Experienced Agency to Create Sustainable Livelihood Opportunities for Vulnerable Jordanian and Syrian Families Residing in Jordan Valley (Irbid and Al-Balqa) Through providing Semi-Skilled Vocational Training for the Unemployed Household Providers from South Shuna and Wadi Al-Rayyan

  1. The Organisation

Plan International Jordan was established in 2016 and has programmes throughout the country on education, youth empowerment, and protection (CP, GBV, and SRHR) in (Amman, Karak, Jarash, Irbid, Tafilah and Azraq refugees camp). Plan’s Global Gender Equality and Inclusion policy states that the core objectives of Plan International’s work are to achieve gender equality, promoting gender justice, realising girls’ rights and fostering an inclusive society. This commitment is reflected in our five-year country strategy, our Values and Behaviours Framework, and our Theory of Change.

We aim to:

  • Confront and challenge discrimination and human rights violations based on gender. This includes gender-based violence and other forms of exclusion.
  • Challenge stereotypes and unequal power relations between women, men, boys, and girls to promote gender equality, girls’ rights, and inclusion.
  • Foster an organisational culture that embraces and exemplifies our commitment to gender equality, girls’ rights and inclusion, while supporting staff to adopt good practices, positive attitudes and the principles of gender equality and inclusion.
  1. Project Background

The AHP project will address the need for improved social, educational, and economic well-being of Syrian refugees and the vulnerable host community affected by the protracted Syrian crisis and the COVID-19 pandemic. The project will support the educational and socio-economic wellbeing of children (aged 12-17) and their families through integrated interventions including;

1. Meeting the protection needs of adolescents and their families through referral to resources including psychosocial, educational, and livelihood programs; championing women and engaging men and boys in transforming social norms to combat GBV and gender inequality, and promoting women’s and girls’ participation in economic and public life;

2. Supporting out-of-school adolescents, including children with disabilities to return to learning through non-formal, certified education pathways;

3. Support adolescents and/or household family members with access to livelihood skills and self-employment through career counselling, life-skills, vocational training, training on financial literacy and links to income generating opportunities.

  1. Project Goal

The main objective of this assignment is to empower unemployed adolescents and/or household family members by upgrading their skills to become semi-skilled workers in identified sectors of high demand. The goal will be accomplished by means of working towards the achievement of the objective.

  1. Objectives and Outputs

Under the overall supervision of Plan Jordan, the selected Vocational Training provider under this Request for Proposal is expected to provide the necessary training required for the selected Jordanian and Syrian Household Members to acquire the professional skills expected in the identified sectors.

  • It is estimated that 100 candidates will be nominated through the Local Partners in the two districts and face-to-face interviews will be conducted with nominated candidates to select the 100 most suitable to attend the training. (The disaggregation is: 100 individual 60% Syrians, 40% Jordanians, 12% of overall should be PwDs and 50% females, 50% males)

The Vocational Training provider has to accommodate the trainees on a full board basis (including accommodation if necessary, one meal a day, and other relevant services) for the duration of the training period which shall not exceed four weeks.

The following output are expected from the training program

  1. Provide training in the following specific vocational training areas:
  • Agriculture
  • Handicrafts
  1. Training has to be delivered and completed in up to four weeks period.
  2. Raw materials, tools and equipment required for the training to be provided by the selected Vocational Training provider
  3. The trainees must be able to perform the maximum knowledge and expertise required to become a semi-skilled worker in the field of training they undertake such as Agriculture and Handicrafts.
  4. The training program should ensure achievements of the objectives set
  5. Feedback report from the participants on the training provided and their whole experience to be completed and shared with PLANJO
  6. A certified certificate to be issued after successfully completing the course preferably endorsed and recognized by an accredited by local government such as Ministry of Education or Ministry of Labor.
  7. Submission of documentation report at the end of the program comprising the salient features of the training activity under this program, suggestions and recommendations emerging from the participants, compilation and an analytical note of the evaluation sheet (pre-evaluation and post evaluation) submitted by the participant
  8. Key Performance Indicators During Implementation of Services

The role of the Vocational Training providers for semi-skilled workers training is tied directly to the overall intended outputs and outcomes of AHP Project.

The following are the key performance indicators required:

  1. Fulfilment of functions and realization of key deliverables as per individual Terms of Reference (ToR) as per assessment by Plan Jordan.
  2. Qualified and experienced trainers provided for delivery of training in agriculture and handicrafts.
  3. Adopted and effective curriculum for the vocational training required in agriculture and handicrafts based on recognized training modules.
  4. Trainers performance evaluation conducted on a weekly basis by the vocational training provider
  5. Trainees’ educational evaluation conducted on a weekly basis by the vocational training provider.
  6. Monthly and Final training implementation and financial reports presented to Plan Jordan.
  7. Established efficient coordination of training activities with project team.
  8. Ensure effective training outputs progress monitoring and evaluation systems have been developed and are in use.
  9. 100 trainees graduated and obtained sufficient theoretical and practical training and are ready for employment.
  10. The Contractor’s performance will therefore be measured against the indicators outlined.
  11. Scope of Service
  12. Overall management and coordination for the Training.
  13. Conduct mapping and Field visits for both potential employers and agencies to create linkages, partnerships and explore job opportunities for project participants.

The following work will be required from the selected Vocational Training provider:

  1. Advise on effective training delivery methods to PLANJO for each part of the proposed learning topic with specific time frame. The methods used will be relevant, effective, varied, simple and captivating and will end up with an accredited training certification issued upon successfully completing the training requirements for a period not exceeding one month.
  2. Provide embedded Health, Safety and Environment lectures
  3. Provide comprehensive implementation plan
  4. Provide tools and raw materials required for the training, in addition to safety equipment and uniforms necessary for the training and any other applicable provisions.
  5. Ensure sufficient technical and administrative staff is available for the trainers to ensure the effectives of the learning event.
  6. Ability to measure and report on the effectiveness of the trainers (as opposed to the substance and methods) and implement additional training or coaching when necessary.
  7. Provide trainees upon completion of the course with tool kits relevant to their trades not exceeding 100 JOD.
  8. Provide description and the list of toolkit instruments for each trade
  9. The Vocational Training provider shall organize the Graduation Ceremony and invite all stakeholders after consultation with PLNAJO
  10. Submission of final comprising the salient features of the training activity under this program, suggestions and recommendations emerging from the participants, compilation and an analytical note of the evaluation sheet (pre evaluation and post evaluation) submitted by the participant.
  11. General Responsibilities/Requirements

The Services shall also include some duties normally performed by PLANJO staff, which includes the establishment and maintenance of contacts with counterparts and other stakeholders. These shall include, yet not be limited to, liaising and maintaining strong working relations with all stakeholders and obtain all required letters, approvals, documentation…etc.

  1. Reporting

Given the nature of the project and the location of the training facilities which PLANJO cannot maintain frequent visits to, one of PLANJO’s management tools is through progress reports supported by photographs.

The selected Vocational Training provider shall provide PLANJO with weekly progress reports including:

  • Attendance register reflecting the numbers and names of trainees trained for the period for each category
  • Progress and evaluation report for the trainees
  • List of activities undertaken and training accomplished

Plan Jordan holds the right to involve its own media reporting channels at any relevant time. Prior verbal notification will be given to the selected Vocational Training provider to coordinate the required media coverage.

  1. Project Specific Support Services

The support services may include fees for payments settled by the consultant on behalf of PLANJO for the ongoing activities under the contract. Such as, but not limited to, payments for filed visits, printing services, renting site equipment, technical team resources support, medical emergency transportation and etc.,. The payment shall be settled based on clear instructions from PLANJO after the quotations are collected and submitted by the Vocational Training provider to PLANJO and the lowest responsive quoted price is approved by PLANJO.

PLANJO, upon the requirement, shall instruct the Vocational Training provider to perform the above mentioned services by collecting a minimum of three simple quotations for each type of services.

  1. Staff requirements/trainers
  2. Academic and Professional Background:
  • A degree in relevant field of experience from a recognized training center
  • Strong professional background in providing similar training
  • Certified Trainer in his field of specialty
  1. Relevant Work Experience:
  • Trainers shall have more than ten years of practical solid training experience
  • Experience in capacity building programs is required
  1. Competencies:
  • Excellent interpersonal skills
  • Political, cultural sensitivity and commitment to diversity
  • Communicates effectively with and relates to people of different cultures, demonstrating an ability to see issues from different perspective

The Vocational Training provider will have to furnish PLANJO with CVs of selected trainees including details of their academic and professional backgrounds.

  1. Program and Duration of Contract

The following table presents the summary of envisaged scope of service with an indicative duration for completion of the respective tasks. However, it shall be noted that durations provided are only indicative, hence lump sum rates to be provided for respective tasks shall cover full completion of the scope of services irrespective of indicated durations.

The indicated timeframe is critical to ensure timely implementation of the works.

Thing to note: The timeframe is tentative and subject to project updates, the selected agency/consultant will be notified of the precise dates two weeks ahead of schedule.

  1. Ownership

All documents, project designs, drawings, technical data and other information shall remain the property of the Plan International Jordan and shall be treated as confidential by the consultant(s) at all times. They shall not be made available to any third party whatsoever, in any form, without the prior written approval of a properly authorised employee of Plan International Jordan. The utilisation of all proposals, plans and reports and other information provided by the consultant(s) to Plan International is the property of Plan International and the use thereof is solely at the discretion of Plan International. All documents and other papers, whether in soft or hard copy and whether containing data or other information, provided by Plan International shall be returned complete to Plan International upon completion of the assignment. All documentation and reports written during and/or as a result of this study, or otherwise related to it in any way, shall remain the property of Plan International and no part shall be reproduced or quoted, or otherwise used in any way except with the prior, express and specific written permission of authorised employee of Plan International.

  1. Ethical and child protection considerations

If the assignment requires the consultant to interface with children, therefore the consultant is required to provide a statement on the respect and protection of child rights, human rights and dignity of participants compliant with Plan’s Child Protection Policy. The consultant shall read and sign Plan’s child protection policy (CPP) as fully understood and in agreement to in all respects and shall follow this in all and every respect during the term of the consultancy. The consultant must follow Ethical Principles in a research and obtain written/verbal consent from the targeted population. Permission from elder should be sought if the children under 18 years are involved. Signed informed consent of each targeted population need to be taken after explaining the purpose of the study.
