Position Title: Africa Regional Deployment Unit (ARDU) Manager

Reports To: ARDU Coordinator

Primary Purpose:

This position is responsible for the management of the Africa Regional Deployment Unit (ARDU). This includes coordination with RSC Africa Programs division, BPRM Regional Refugee Coordinators and UNHCR to determine strategic use of deployments to increase referrals to the USRAP and address deferrals in Africa, as well as the management of staff assigned. The position is a member of the RSC Africa Leadership Team.

**Supervision:**This position primarily supervises the ARDU Supervisors and USRAP Referral Experts.

Essential Duties:

Compliance:

The Manager will:

  1. Ensure all functions within the ARDU Department strictly adhere to the DOS/BPRM, UNHCR, CWS RSC Africa policies, guidelines and procedures.
  2. Report on departmental compliance and achievements to required internal and external stakeholders.
  3. Review and monitor the implementation of the Memorandums of Understanding (MOU) with UNHCR Regional bureaus.
  4. Ensure development, implementation, dissemination and monitoring of Standard Operating Procedures (SOPs) for deployments and ensure these remain up to date and adhered to.
  5. Conduct job function observations of ARDU staff to ensure compliance and identify any areas of improvement or training needs.
  6. Conduct and participate in regular process reviews to compare requirements vs. outputs.
  7. Travel to field locations to monitor output, conduct performance evaluations and meet with partners.

Data Management and Analysis:

The Manager will:

  1. Create deployment projections in coordination with UNHCR, BPRM Refugee Coordinators, and other Programs departments.
  2. Develop and implement department specific pipeline analysis to inform workload projections and staffing and to anticipate future workloads.
  3. Manage internal and external reports, including the communication systems and quality control checks that ensure accuracy and efficiency.
  4. Ensure annual plan and strategic planning goals are met as communicated by the ARDU and/or Program Coordinators.

Representation:

The Manager will:

  1. Develop and maintain effective relationships with CWS RSC Africa’s implementing partners, including BPRM and UNHCR.
  2. Ensure partner communication from the department is professional, timely and proactive.
  3. Represent organizational policies and culture to staff.
  4. Ensure the workforce is professional when representing CWS RSC Africa to refugees, partners, the funder and colleagues.

Performance Management:

The Manager will:

  1. Provide leadership to ARDU Supervisors and USRAP Referral Experts, including yearly performance evaluations, developing job descriptions, participating in hiring and coordinating leave.
  2. Develop and implement training modules for ARDU staff, in coordination with the Training unit, and ensure that staff receive cross training on different aspects of refugee processing, and that they are monitored and evaluated.
  3. Ensure that QCs are being conducted and feedback is being provided to staff.
  4. Ensure coaching, mentoring, feedback and corrective action plans are being carried out where needed.
  5. Ensure establishment of performance expectations and communication, on-boarding and training.
  6. Evaluate and assess training needs of ARDU and take the lead in organizing and providing trainings on a regular basis.
  7. Monitor staff time and attendance.

Staff Care:

The Manager will:

  1. Monitor and ensure a safe, healthy and professional work environment.
  2. Ensure direct reports access and use their benefits appropriately, including leave.
  3. Actively support staff by promoting safe space, open-door and the escalation policy.
  4. Establish and communicate clear expectations to staff to foster a predictable and consistent work environment.
  5. Ensure staff are safe in the field by establishing and maintaining efficient coordination systems with the CWS Human Resources, RSC Logistics and Staff Security teams and disseminating information related to safety to staff in the field.

Program Administration:

The Manager will:

  1. Ensure the deployment of ARDU staff and resources to ensure timely submission of cases, in coordination with Programs management.

Qualifications:

Experience:

  • Eight (8) years of work experience.
  • Two (2) years of direct supervisory experience is required.
  • Previous program management experience required.
  • Previous experience working with international organizations such as UNHCR required.
  • Overseas processing or US refugee resettlement experience preferred.
  • Previous experience conducting trainings or presentations preferred.
  • Previous reporting and monitoring and evaluation experience preferred.

Skills:

  • Thorough knowledge of the US Refugee Admissions Program (USRAP).
  • Knowledge of International Refugee Law required.
  • Excellent English writing skills and clear communication style.
  • Secondary language skills such as French, Arabic and other African regional languages is preferred.
  • Excellent organizational and time management skills.
  • Excellent computer skills, in particular Microsoft Office.
  • Knowledge of Sub-Saharan Africa refugee situations preferred.

Education & Certifications:

  • Bachelor’s Degree or four (4) year’s additional work experience required in lieu of a Bachelor’s degree.
  • Master’s degree in a related field of study (including international affairs, refugee law, human rights or social work) is preferred.

  • Maintain the integrity of official records;
  • Analyze and solve complex problems and make sound decisions;
  • Work under minimal supervision;
  • Maintain a high performance standard with attention to detail;
  • Work independently and contribute to overall operations of RSC Africa;
  • Actively participate in the implementation of the U.S. Refugee Admissions Program (USRAP);
