Overview of Consultancy Work:

CAI wishes to retain an experienced expert in monitoring and evaluation on a retainer basis to conduct third-party monitoring and verification of CAI-funded programs being implemented by its two grantees in in Afghanistan in fiscal year 2024. Broadly speaking, the scope of this assignment is to verify the program activities where they are taking place, assess and validate activity outcomes, and evaluate and assess whether the activities are achieving their stated goals and objectives in line with the approved budget. In addition, the Monitoring and Verification Consultant will be asked to provide his/her professional evaluation of the efficacy of the program design and suggest any added changes or improvements. It is estimated that the Consultant will be working 60-90 days in a year to provide ongoing monitoring and verification of program results and assessments as well as program evaluations. This consultancy is scheduled to begin in April 2024. A detailed Scope of Work (SoW) statement will be made available to the shortlisted candidates.

Required Qualifications:

  • At least five years of experience in designing and conducting monitoring and evaluation of education programs in Afghanistan.
  • Knowledge and skills to collect and analyze data and present findings clearly.
  • Excellent written and oral English and Dari/Pashtu skills.
  • Demonstrated skills in working collaboratively with others to create and maintain a professional relationship and team environment.
  • Education: Bachelor’s degree required; advanced degree preferred.
