Position Title: Advocacy & Partnership Lead, BRIDGE Project

Duty Station: Regional Office (Arua – Uganda) 80% regular field travel

Contract Terms: 2 years renewable

Reporting to: Project Director, BRIDGE Project

Management Responsibility: 8 Refugee Led Community Based Organizations, 2 National Civil Society Organizations.

Position Summary: This position will lead the supervision and capacity development of the projects local partners and provide technical support in the project’s advocacy initiatives – particularly those led by the projects implementing partners.

Specific Responsibilities:

Partnership Management

  • In coordination with the Grants Manager, Project Director, and other sector heads, lead the development and management of partnership sub-agreements with the BRIDGE Project’ eight refugee-led CBO partners and two national NGO partners and ensure that sub-grant agreements are respected.
  • Provide oversight and manage the on-time implementation and budget utilization by BRIDGE sub-grantees according to approved partner budgets
  • Conduct a collaborative capacity strengthening needs assessment and develop and support the implementation of capacity strengthening action plans for the projects NNGO and Refugee Led CBO partners in collaboration with the MEAL Lead.
  • Facilitate and conduct capacity strengthening trainings and mentorship for the BRIDGE project staff and implementing partners
  • Lead coordination and communication between WCC and the BRIDGE project implementing partners and other identified key stakeholders
  • Build strong programmatic coordination and integration with other Mastercard Foundation implementing partners, ensuring synergy especially in creating shared opportunities for young people within the Young Africa Works strategy
  • Lead efforts with partners to design new initiatives and collaborative work with War Child Canada and other organization
  • Coordinate with the Gender and Inclusion Adviser to ensure inclusive programming and policies across partner agencies

Advocacy

  • Train the BRIDGE Project’ eight refugee-led CBO partners and two national NGO partners on effective advocacy/influencing strategies and tools (public policy, campaigns etc.) to promote gender-transformative educational structural changes and other priority education policy issues
  • Support the BRIDGE Project’ eight refugee-led CBO partners and two national NGO partners to implement national and localized education policy related initiatives including in the promotion of gender-transformative and inclusive educational structural changes
  • Lead on or support and steer the development of advocacy products and other relevant materials as needed.
  • Proactively engage in campaign decision-making fora, working closely with the WCC global team and other advocacy and campaign colleagues, ensuring local, regional, and global linkages.
  • Work closely with other project managers and the Gender and Inclusion Advisor to ensure close synergies between program and advocacy, including addressing protection and gender justice agendas.

Monitoring, Evaluation, Accountability Reporting and Learning (MEARL):

  • Working closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) Project Lead and the Country MEAL Manager, support project implementing partners to develop and implement a robust MEAL framework, plan and system to measure, document and disseminate progress, results and organizational learning of project implementation areas of responsibility.
  • Ensure agreed and adopted MEAL tools are consistently and effectively used by the projects implementing partners throughout the project cycle.
  • Ensure that the projects implementing partners are involved in the planning and implementation of a baseline survey, mid-term and final project evaluations and other MEAL activities in accordance with the project proposal and donor funding agreement.
  • Work closely with the Education and Transferable Skills Lead and Senior Project Officer – Innovation and Technology to support the projects Refugee Led CBO and CSO partners in reviewing project performances on a regular basis.

Requirements:

  • Master’s degree in Social Development, Political Science, Public Policy, or substantial Community development experience or equivalent demonstratable experience in relevant fields.
  • Minimum of seven (7) years of work experience in project support, ideally with local partners and for an INGO and in advocacy, policy, or campaign work or experience managing a consortium
  • Experience working with partners, especially on capacity building, participatory action planning and community engagement. Ability to tailor approach of presented content according to audience.
