Our Team

������Oxfam���������s progstablished in 2014 in response to the ISIS conflict in Iraq. Oxfam implemented activities during the past few years that were built around the delivery of 3 main areas: A) Lifesaving humanitarian assistance b) Recovery assistance, and C) Promotion of Women Rights.A. Lifesaving humanitarian assistance: to newly displaced populations residing in camps or host communities. The bulk of this work was done around the Mosul Operation with activities implemented in the governorates of Erbil, Salah Al-Din and Ninewa. Activities included: Establishment/rehabilitation of safe water (boreholes, repair of infrastructure); Emergency water supply (distribution of water through trucking and bottled water); Setting up water tanks and networks in camps; Distribution of hygiene items; construction of latrines; Cash for Work opportunities inside the ca;mps to allow construction work and solid waste management; and Distribution of emergency winterization kits.B. Recovery assistance: to returnees, local host communities and IDPs to recover from the post-conflict and to cope with protracted displacement. The main activities implemented under this area of work included: Rehabilitation of water infrastructure; Supporting local authorities to rehabilitate essential public services (schools and hospitals); Grants to returnees to recover damaged businesses; Provision of livestock to support farmers; Cash for Work opportunities contributing to income for vulnerable families and supporting the rehabilitation of infrastructure of public interest (irrigation canals, main roads).C. Promotion of Women’s Rights: through contributing to the implementation of the National Plan for 1325 UN Resolution, and economic empowerment of women through provision of training and grants to establish/rehabilitate businesses.In order to serve these three objectives, Oxfam work aimed to integrate the following key sectors together for every intervention in a given location:��������� Water Sanitation and Hygiene��������� Emergency Food Security and Vulnerable Livelitection of Lives and Rights of Civilians��������� Gender Justice and Women���������s Rights��������� Advocacy

Job Purpose

The Advocacy Officer will be part of the Oxfam EFSVL team in Iraq and will be responsible for supporting activities under the project ���������Promoting Gender Equality, Resilience and Social Cohesion in Iraq��������� in Ninewa governorate. The role will report directly to the Livelihoods Manager for Mosul with technical guidance from the Policy, Advocacy and Communication (PAC) team.

Key Responsibilities

������Technical Programme implementation and monitoring

Work closely with EFSocacy and campaigns activities in Ninewa governorate in order to advance the advocacy and campaign-related outputs and outcomes and other project activities as needed.
Identify key partners, activists, social media activists, women and community leaders and existing relevant networks and groups that the project can partner with and support to implement advocacy and campaigns activities.
Contribute to the production of policy products including briefs, notes, and reports.
Contribute to the documentation of the advocacy and campaign work through the development of different products (such as video, infographics, blog posts, etc.)
Work closely with the PAC team to ensure that all advocacy work is in line with Oxfam in Iraq influencing objectives and aligns with Oxfam���������s regional and global campaigns.

Leadership

Ensure the overall implementation of project activities and that project deliverables are achieved as stipulated by the project design.
Keep track of project progress against approved implementalan and update program managers, head of programs and technical coordinator about progress, bottlenecks causing delays in delivery, challenges encountered and suggested solutions.

�� Skills, Experience and knowledge
Essential

University/College qualification in the relevant field (e.g. development studies, social sciences or related discipline) or equivalent experience.
Experience of working in the humanitarian or development sector.
Experience of working with/supporting local partners, and working with community volunteers and committees
Experience in designing and implementing advocacy and campaigns activities, including with youth groups.
An understanding and sensitivity to conflict, poverty, rights-based approach gender and diversity issues, and Do No Harm principle.
Personal qualities that ensure effective work with communities as well as self-management, including flexibility, respect for others, and sense of humour.
Demonstrated capacity of social and communication skills and ability to work with others and as part of the team.
Good oral and written communication skills in English and Arabic.
Strong analytical skills, with ability to think innovatively and operate strategically.
Willingness and eager to learn about organizational and financial procedures.
Commitment to a rights-based approach, gender equality and protection.
Ability to work in a multi-cultural team.
Flexibility, stamina and ability to work under pressure and beyond regular working hours if necessary.
Willingness to work in insecure environments and a high level of adaptability and initiative.
Willingness and fitness to travel and stay in the field for sustained periods of time.
Knowledge and skills in computer usage.
