The Europe and Central Asia Division of Human Rights Watch (HRW) is seeking an Advocacy Director to lead the division’s advocacy efforts. The Europe and Central Asia (ECA) division works to advance human rights throughout Europe, the Caucasus, Central Asia, and Turkeyand conducts a wide range of work, including investigation, report writing, advocacy, multimedia, social media and other media work. This position reports to the Director of the Europe and Central Asia Division based in Berlin, and will be based in the Brussels Office.

Due to COVID-19, some global HRW offices continue to operate at reduced capacities. The successful candidate may be required to work remotely as local mandates necessitate. We recognize that the pandemic may continue to pose difficulties for people, particularly those with caregiving responsibilities, and we aim to be as flexible and supportive as possible in both the recruitment for and onboarding of this position.

Responsibilities:

1. Work with the staff of HRW’s Europe and Central Asia division to develop and implement advocacy strategy and recommendations and develop relationships with representatives of governments, the European Union, and other international organizations;

2. Develop recommendations for achieving human rights improvements in the region, including through research of relevant advocacy targets, and prepare and implement advocacy strategies in consultation with divisional staff, advocates and others in HRW and with relevant external partners;

3. Lead ECA’s advocacy with key officials of the European Commission, the European Parliament, diplomatic representations in Brussels, the UK government, the Council of Europe and the Organisation for Security and Cooperation in Europe;

4. Collaborate with HRW staff to identify and create opportunities that support their advocacy efforts on areas of work of the division;

5. Meet regularly with officials, diplomats and serve as a spokesperson to the media;

6. Develop and maintain close collaborative relationships with non-governmental organizations on collaborative advocacy efforts;

7. Travel internationally as required;

8. Prepare a range of written materials, including news releases, op-eds, blog postings, policy analyses and other documents and review such documents, including HRW reports, prepared by others;

9. Keep abreast of pertinent legislative and policy developments and advise relevant ECA staff and others, as appropriate, of important changes;

10. Ensure organization-wide coordination of ECA advocacy, including through close collaboration with other advocates and relevant staff in other HRW divisions and offices, and in close consultation and collaboration with the EU advocacy team in Brussels;

11. Monitor progress against milestones and deadlines of all outputs that are within the purview of responsibility;

12. Deliver outputs in a timely manner while maintaining consistency with the agreed strategy and priorities of the Program Department;

13. Establish clear work plans and communicate priorities clearly and effectively. Provide oversight and take responsibility for delegated assignments;

14. Ensure effective collaboration by listening, having two-way communication, sharing pertinent information, responding appropriately and delegating appropriate responsibilities;

15. Work with HRW’s development staff as needed to support ECA’s fundraising efforts; and

16. Perform other tasks as required.

QUALIFICATIONS*:*

Education: A degree in international relations, journalism, law, social science, or a related field, or equivalent professional experience, is required.

Experience: Minimum seven (7) years of relevant international experience and substantial knowledge of advocacy with bodies including European Union institutions, EU member states, and the UK government, and preferably with the Council of Europe, OSCE institutions and/or the United Nations, including an understanding of work relating to human rights is required.

Related Skills and Knowledge:

1. Direct experience working in nongovernmental organizations, intergovernmental organizations or governments working to influence policy on human rights and significant advocacy experience with member states and institutions of the European Union are required.

2. Excellent public speaking and writing skills in English and at least one additional EU language are highly preferable ; knowledge of additional EU languages is an asset.

3. Extensive knowledge of human rights issues in all or part of the ECA region is required.

4. Demonstrated ability to think strategically and solid understanding of how to implement successful advocacy for policy change are required.

5. Ability to defend and explain complex issues and positions to government officials, diplomats, and the media is required.

6. Experience speaking with the media and cultivating relationships with journalists are required.

7. Strong interpersonal skills to work collaboratively and inclusively within HRW as well as to work in partnership with other organizations are required.

8. Ability to think creatively, initiate projects, and follow through on plans is required.

9. Capacity to appropriately plan, prioritize and manage multiple, often competing demands efficiently in a challenging, fast-paced environment is required.

10. A demonstrated commitment to human rights is required.
