TEAM PURPOSE:

The Advocacy, Communications, and Engagement Team (ACE) are responsible for guiding Oxfam in Ethiopia’s (OIE) external relations including public awareness, research, visibility, and campaigning. The team works closely with Oxfam’s programs to conduct evidence-based advocacy aimed at ending inequality and injustice while supporting the rights and voices of the populations we serve. The team develops policy positions, facilitates networking and coalition building, supports internal and external capacity strengthening, and disseminates key learning. We aim to support activities that will achieve change at scale at all levels. Raising the voices of the communities we work with is critical to influencing a sustainable shift in local, national, regional, and global policies and practices.

JOB PURPOSE:

The Advocacy, Campaigns, and Media Manager (ACMM) works closely with the humanitarian and development program teams, which are integrated through a “one program approach,” to advance Oxfam in Ethiopia’s core goals of saving lives and promoting resilient livelihoods while also empowering communities and promoting accountable governance.

This role oversees Oxfam in Ethiopia’s Communications team and ensures that all photo video/content is aligned with Oxfam’s global standards for ethical representation and informed consent. The ACMM leads in developing and implementing OiE’s influencing strategy—covering advocacy, public campaigning, policy, and coordination.

Technical:

  1. Provide strategic vision and leadership to develop and manage Oxfam in Ethiopia’s influencing strategy—encompassing advocacy, campaigns, policy, media, and communications.
  • Works with the Country and Programme Director, programme managers, Country Office communications and media team, advisors, regional and global policy teams and civil society partners (international and national), to lead OiE’s advocacy and campaign work.
  • Ensures alignment with Oxfam’s global standards and Rights in Crisis Network practices.
  • Works with relevant Gender, Protection, and Influencing team members to ensure women’s rights and gender justice is taken into account in OiE’s policy, advocacy and campaign work.
  • Delivers timely intelligence and effective analysis of the policies, practices, communications, and decisions relevant to Oxfam’s programmes.
  • Coordinates development of well-grounded policy positions across programme areas.
  • As a member of the Country Management Team, the ACMM supports the Ethiopia team to deliver an influencing strategy which is in line with Oxfam Ethiopia’s Country Strategy and broader regional and global objectives.
  • Works closely with Oxfam HECA teams, Oxfam Pan-Africa teams, Oxfam International teams, and Oxfam affiliates to ensure coordinated approaches to advocacy that achieve the most impactful positive change.

Leadership and Management:

  1. Managing the coordination of policy, campaigns, media, and communication resources.
  • Manages OiE’s communications team and influencing resources, while working in close coordination with colleagues across the region and globally to influence impactful change in Ethiopia.
  • Coordinates and conducts systematic representation and lobbying at the national, regional, and global levels, in line with agreed delegation and division of labour.
  • Ensures Oxfam representation in key appropriate external policy and media forums based in Addis Ababa, Mekelle, and other locations as appropriate.
  • Coordinate high-level representation of Oxfam’s advocacy messages and programme in the national, regional, and global media.
  1. Contributing to developing Oxfam programmes
  • Feeds into the development of the country strategy and programme designs, as needed.
  • Provides capacity-strengthening support to Oxfam’s programme teams and partners.
  • Supports OiE to reflect Oxfam’s Rights in Crisis campaigning principles including approaches to develop local ownership and national capacity for advocacy work.
  1. Driving efforts in improving programme quality
  • Ensures that programmes relevant to advocacy and communications are in compliance with donor contractual obligations and that all reporting is of good quality and is done in a timely manner.
  • Ensures that programme learnings are included in advocacy and policy products.
  • Ensures that programme teams include advocacy in proposal design.
  • Ensures regular monitoring and evaluation of advocacy and policy work and that regular reflection and review are undertaken to continuously improve effectiveness and impact.

    SKILS, Experience, Knowledge & Competencies

Essential

  • Master/Bachelor’s Degree in Political Science / International Affairs / Public Policy / Government with a focus on conflict and security / humanitarian affairs/governance/gender in emergencies or another relevant field that can bring value to this role.
  • Minimum 8 years of experience in advocacy, policy analysis, and communications—preferably in a crisis context and working with an international I/NGO—out of which at least 3 years should be supervisory/managerial experience.
  • Leadership, management, negotiation, and coordination skills (of people and projects) in a complex multi-stakeholder, networked, global, and largely virtual environment.
  • Strong ability to communicate clearly and impactfully with a range of stakeholders, including representing Oxfam in coordination bodies and high-profile international forums.
  • Exceptional writing, editing, and communications skills, including the ability to act as a spokesperson when necessary.
  • Excellent written and spoken skills in English are essential.
  • Proven ability to manage risk to populations of concern and country programs.
  • Excellent interpersonal and collaboration skills, particularly in cross-cultural contexts.
  • Ability to think and operate strategically, independently, and creatively.
  • Previous advocacy and communications capacity-strengthening and training experience.
  • Knowledge and experience in promoting gender equity, and an active commitment to promoting the interests of marginalized people in all aspects of programme work.
