Summary

The New Business Development Advisor will support program development and resource mobilization efforts within the Department of Hunger and Livelihoods (DHL). You will lead and support selected program development opportunities, particularly U.S. government-funded and Green Climate Fund (GCF), and will collaborate and coordinate with DHL technical leadership and the Portfolio Growth and Performance (PGP) department to acquire new competitive funding. You will work across teams to pre-position and pursue key public and private funding, primarily through gathering intelligence on upcoming opportunities, building relationships with key country offices and donors, organizing/managing proposal teams, writing and submitting proposals, and managing/fostering relationships with key partners.

What You’ll Be Doing (Essential Duties)

Support Program Development and Resource Mobilization (50%)

  • Serve as Lead Writer or reviewer for assigned public and private hunger and livelihoods opportunities, providing technical leadership, assisting, and closely collaborating with DHL, PGP, and Country Offices in positioning and responding to proposals.
  • Manage selected proposal development processes, including development of proposal calendars, designing, leading or participating in design workshops; collaborative drafting of results frameworks and associated strategies and activities; and coordination and editing of technical, capability, and management inputs.
  • Liaise and coordinate with prime partners to produce high quality competitive proposals, ensuring timely and responsive inputs that maintain and strengthen Save the Children’s reputation as a development partner while effectively representing technical, managerial, and budgetary priorities. Liaise and coordinate with sub partners to provide clear, complete, and timely instructions and feedback for proposal deliverables.
  • Work closely and collaboratively with DHL and/or PGP Cost Coordinators to provide technical and managerial input into the proposal budgeting process, ensuring that staffing and activity costs align with and are sufficient to undertake the proposed.

Prepositioning and Capture (40%)

  • Obtain ongoing information to understand DHL’s place in a competitive landscape through ongoing surveillance and monitoring of hunger and livelihoods programming and opportunities.
  • Maintain pipeline and workload tracker for the DHL team.
  • Support expansion of DHL programming into climate change adaptation (with donors such as Green Climate Fund) or market-driven agricultural development (with donors such as USDA’s Food for Progress or USAID’s Feed the Future).
  • Proposal manage all Green Climate Fund proposals across technical sectors, and facilitate SCUS’s better understanding of the goals and processes of this donor.
  • Support efforts to build donors’ perception of Save the Children through relationship management and knowledge management activities/products.
  • Gather and document intelligence, assess the competitive landscape, and recommend winning strategies oriented towards capturing a specific business opportunity.
  • Travel to countries to obtain primary source information on existing donor projects, potential competitors and/or collaborators, country needs, and donor priorities.
  • Compile information on potential partners and make recommendations on preferred partners and scopes of work.

Strengthen DHL Program Development Capacity and Knowledge Management for Program Development (10%)

  • Collaborate closely with technical and program management staff to strengthen DHL program development resources, particularly technical content, global, country and thematic capability statements, and project past performance references.
  • Ensure program development resources are archived, uploaded and available on SaveNet or DHL’s shared drive for ongoing reference.
  • Monitor the Award Management System to ensure that DHL opportunities are accurately represented.

Required Qualifications

  • Minimum of a Bachelor Degree or equivalent experience, plus at least 5 years of relevant experience
  • Proven ability to write compelling proposals to support resource mobilization efforts, including both technical and management sections.
  • Demonstrated track record preparing successful proposals and succinct technical documentation.
  • Proven editing and analytical skills, with strong attention to detail.
  • Professional proficiency in MS Office suite
  • Professional proficiency in spoken and written English
  • Demonstrated ability to communicate and collaborate effectively with individuals and teams at all levels, both internally and externally
  • Proven success in balancing focus on tasks with attention to building relationships, identifying, monitoring, and strengthening partnerships, and networking with key stakeholders internally, cross functionally and externally;
  • Demonstrated time management and organizational skills, with ability to independently schedule and prioritize multiple tasks.
  • Demonstrated commitment to fostering and maintaining and environment of diversity, inclusion, and belonging,
  • Willingness and ability to travel up to 25%

Preferred Qualifications

  • Knowledge of USAID Bureau for Humanitarian Assistance programming and guidelines,
  • Knowledge of other relevant US government programming, such as Feed the Future or USDA/Food for Progress,
  • Knowledge of Green Climate Fund application process and programming,
  • Field programming experience, primarily in Africa and Asia.
