ADVISOR, GLOBAL FOOD SECURITY AND LIVELIHOODS TU, INTL

JOB SUMMARY:

The Food Security and Livelihoods Advisor is an experienced technical specialist and is part of the Technical Unit team within International Medical Corps. This position will provide technical leadership and support in food security, livelihoods, women’s economic empowerment, nutrition-sensitive agriculture and resilience programming with a focus on humanitarian, recovery and development contexts. This position will work closely with sectors in the Technical Unit (Nutrition, WASH, Health, GBV, MEAL, Psychosocial Support etc.) as well as with colleagues in New Business Development, Resource Development and Program Units to ensure the development and implementation of holistic programs.

The Advisor will contribute and play a major role in proposal development relating to food security, nutrition-sensitive agriculture and livelihoods, food assistance and others involving market-based approaches

MAIN TASKS AND RESPONSIBILITIES

Technical Leadership

• Guide International Medical Corps’ thinking on Food Security and Livelihood activities, nutrition sensitive agriculture programs, and formulate strategies and recommendations for responsible, disaster risk reduction, recovery and long-term development.
• Provide guidance to field and headquarter departments on integrating of Food Security, Livelihoods, Nutrition-Sensitive agriculture into other sectors (health, WASH, protection etc.) as appropriate.
• Conduct initial sector-specific assessments and make technical recommendations for appropriate programming, both for initial disaster response phase and for the longer-term disaster risk reduction or rebuilding of livelihoods.
• Assist in the development of, or provide technical review of proposals to ensure that proposed activities and programs align with best practice in the food security and livelihoods sector and conform to internationally accepted standards and country guidelines

Support to Country Missions

• Write, publish case studies, disseminate success stories, and share lessons learned internally and externally.
• With country focal points, ensure the establishment and strengthening of food security and livelihoods monitoring activities and linking food security and livelihoods early warning for the prevention of malnutrition.
• Build the capacity of staff field staff on market-based approaches in food and livelihood security programming and on innovative food security and livelihood intervention approaches.
• Provide technical support to track, improve the quality and performance of food security and livelihoods programs with a focus on integration with other sectors, deepening impact, building resilience and enhancing outcomes

New Business Development

• Provide technical leadership to the proposal/new business development process including developing scopes of work for consultants, approval/business case, reviewing assessment reports and Concept Notes incorporating food security and livelihoods.

Emergency Response

• Coordinate International Medical Corps’ Food Security response, recovery, and development activities across a wide range of actors within International Medical Corps, donors, host governments, UN and NGO partners to ensure consistency of programming.
• Provide food security and livelihood surge support to International Medical Corps’ emergency response team, deploying to conduct assessments, developing appropriate response, and starting up life-saving food security and livelihood activities.

Representation

• Actively represent International Medical Corps and serve as the technical resource person on food security and livelihoods sector networks, technical Working Groups and the global Food Security Cluster

JOB REQUIREMENTS *

MINIMUM QUALIFICATIONS

• Typically, a Bachelor’s degree in related area. Master’s Degree in Public Health, Agriculture, Development Economics, International Development or International Relations is preferred. Equivalent combination of relevant education and experience may be substituted as appropriate.
• Typically, 10+ years of experience working in international development or humanitarian assistance with experience with at direct field experience, at least 3 years, in food security, livelihoods, women’s economic empowerment, emergency food assistance, livestock, nutrition-sensitive agriculture.
• Ability to work across sectors including Health, WASH, Nutrition, GBV Prevention, Psychosocial Support, New Business Development and support functions.
• Direct experience in conducting market assessments, designing and implementing food assistance as well as cash transfers in crisis-affected communities a plus.
• Strong communication skills in English such as authoring sections of proposals, Capability Statements, SitReps; and others
• Experience in working with donors such as USG, EU, DFID and other private donors.
• Ability to travel at least 75%
