Purpose of the position

The main purpose of this position is to contribute to the implementation of the LWF World Service commitments. In particular, the position holder will enhance the capacity of the LWF Country Programs in all aspects related to the planning, monitoring, evaluation, and reporting of – and learning from – (PMERL) their humanitarian and development projects, including the alignment of these projects to the LWF’s Global Strategy and the use of LWF PMER digital tools for project management and data collection.

The Advisor will work with a participatory and inclusive approach throughout the capacity-building process. While much of the Advisor’s work will take place online, the Advisor is also expected to travel to the respective regions she/he is responsible for – to run workshops or to work with staff and partners on the ground

Position environment

The team for Quality and Accountability (Q&A), is part of the LWF World Service and plays a key role in ensuring programming, learning, and accountability at all levels. The Q&A team has working units on PMERL, DDM (Digital Data Management) and Complaints and Safeguarding and is highly decentralized.

Internally, the position holder will be part of the PMERL unit, working closely with the other units in Q&A and World Service in Geneva. For a good uptake of PMER-related matters in the Country Programmes, the close cooperation with the Operation Teams is essential.

Externally, the position holder relates with LWF related agencies and other institutional donors, and networks focused on PMER/Q&A as appropriate.

Required Qualifications

University degree in international development, information management, social science, or project management.

Knowledge, skills and experience

At least 3 years’ experience with project management, program coordination and monitoring responsibilities, preferably in an NGO or international environment;

Proven experience working with online M&E systems and digital data collection tools;

Proven experience as a trainer on PME standards, tools, and procedures, both in-person and via virtual means;

Proven experience of using web-based systems, and digital data collection tools;

5 years working experience in the humanitarian or development work in the field.

Main duties

PMER framework, standards, and tools

To improve capacity in PMER processes and tools as laid out in the LWF PMERL manual, including:

project cycle management for projects supported by a diverse variety of donors;

development of M&E plans, with a focus on indicator tracking;

putting in place feedback and learning loops for field staff, partner organizations and the populations we seek to serve;

alignment of project M&E with the global PMER framework for LWF World Service;

Support PMERL processes and systems at country and project levels, such as strategy reviews and work planning;

To effectively and efficiently work with relevant colleagues to ensure that good quality PMER data within the online system is kept updated and aggregated reports/plans are produced and uploaded on-time.

Roll out and use of Project Management System (PMS)

To support the launch of the new PMS at country programme level;

To ensure and support consistent data entry.

Collaboration with Digital Data Management

Contribute to the development and implementation of the Q&A team’s digitalization work.

To improve the quality of PMER data collection and analysis:

Assist in rolling out SurveyCTO;

Develop M&E plan and related to it the data collection plan that forms the base for using SurveyCTO;

Support the development of project specific and standard questionnaires;

Support the interpretation and use of data with dashboards and other reports;

Support the compilation and analysis of Country Results Framework (CRF) data and report.

To increase accountability, coherence and cooperation in the collection, management and sharing of PMER data among Country/Emergency Programs.

Contribute to the preparation of global processes:

Program Budget Overview;

Annual Performance Reports;

Collective Outcome Framework;

Country Annual Plan;

Etc.

Learning and communicating, knowledge management

To support analysis of qualitative and quantitative outcomes achieved at project and programme level;

To support processes that PMER data lead to collective learning at relevant levels through innovative interface, interaction, and visualisation;

To assist in improving the quality of proposals and results-based reporting.

Special duties: As may be assigned by the supervisor.

Major Challenges

To ensure efficient communication and coordination across the global Q&A team, and to promote the results of its work to the wider World Service at Geneva and CP level.

To ensure close cooperation with RPCs (Regional Program Coordinators) and the Country Programs.
