Program Description

International Medical Corps, which has a history of providing healthcare services and training in Ukraine that dates back to 1999, is expanding its activities in the country and the surrounding region in response to the war there.

The situation throughout Ukraine is deteriorating rapidly as the conflict intensifies, prompting a sharp increase in humanitarian needs as access to essential services and supplies are disrupted and more and more people flee their homes. In addition, millions of Ukrainians have fled to neighboring countries, including Moldova, Poland and Romania, increasing pressure on host governments as they work to provide shelter and essential services to the new arrivals.

Our response activities will include operation of mobile medical teams and providing emergency and primary health services, mental health and psychosocial support, gender-based violence services, child protection, nutrition, and water, sanitation and hygiene. If requested, we also are prepared to deploy our Emergency Medical Team and mobile health facility to provide emergency and primary healthcare wherever it is needed.

The position is based in Ukraine and may require in country travel based on security.

Candidates will be required to show proof of being fully vaccinated against COVID-19, Measles and any other mandatory vaccine requirement (country dependent) prior to deployment. JOB SUMMARY:

The Cash-Based Program Advisor will play a technical leadership role in developing and managing the establishment and set-up of cash transfer program (CTP) to support International Medical Corps’ emergency response in Ukraine.

Specifically, the Cash-Based Program Advisor will: • Lead the cash-transfer feasibility and risk assessment, conducting a market analysis and assessing protection, financial and operational risks based on the local context • Conduct the CTP delivery mechanisms assessment, providing recommendations and contingency planning to support the potential scale-up of cash transfer programming • Develop, monitor and support the implementation of the project – in coordination with International Medical Corps’ technical specialists and field team • Develop an overarching strategy for cash-based programs for the whole region • Coordinate with different technical leads to ensure integration of cash-based program in their technical portfolio • Develop SoPs and tools to facilitate implementation and monitoring of Cash-based program • Assess the capacity of local partners for Multipurpose cash programs and work closely with them to build the project that could support Ukrainians refuges and Internally Displaced Persons (IDP)

The Advisor will work closely with program management and IMC Food Security and Livelihood Advisor to ensure that CTP compliments and enhances the agency’s response and recovery strategy. The role will also involve coordination with the broader community and local financial partners on the delivery mechanisms, transfer values, targeting and implementation. The Advisor will also collaborate closely with International Medical Corps’ technical Advisors (Health, Nutrition, MHPSS, WASH and Protection) and the field team to support the development of multi-sectoral cash assistance programs. Finally, the Advisor will also work closely with colleagues in Finance and Logistics to ensure that decision-making related to CTP maximizes household and community recovery.

MAIN TASKS AND RESPONSIBILITIES

Program Design & Coordination • Main focal point for ensuring the availability of current and detailed market information in coordinating with technical leads and/or other external sector agencies • Design the cash and market-based interventions across sectors – identifying areas where action is required to “do no harm” • Develop detailed guidelines/ standard operating procedures for CTP, conditional and unconditional cash grants and vouchers in coordination with the appropriate International Medical Corps functional and technical departments • Support the set-up and maintenance of a data analysis stem to support market surveillance activities • Continuously assess and strengthen cash transfer systems and approaches • Provide timely reporting on the progress and/or bottlenecks of cash-based interventions with recommendations for improving implementation • Work with the Finance Team to ensure appropriate and accountable cash transfer modalities are established and that approaches are adapted – as needed – based on the response and recovery effort • Support communication on cash transfer related activities by supporting the Communications department in the development of various media products, including web, photo/video, social media, press releases and others • Collaborate with IMC Technical Unit, International Programs, the Emergency Response Unit and Resource Development to support the project lifecycle – including the development and submission of proposals; project start-up; drafting and finalizing donor reporting to provide accurate and timely updates; and award close-out. • Work closely with the Human Resources team to identify staffing needs – ensuring rapid recruitment, induction and training of new staff

Monitoring, Evaluation, Accountability & Learning • Develop the set of data required for identifying beneficiaries and required information and identify confidentiality standards for personal information • Support the conduct of post-distribution monitoring of cash-based transfer activities • Work closely with the MEAL Lead to support the development of accountability activities for CTPs – ensuring feedback from all relevant stakeholders is considered and incorporated into program design and implementation • Word closely with MEAL to identify the right platform for data collection for pre and post distribution

Representation • Actively represent IMC in the relevant partner/sector working groups and networking events in Ukraine and in the region.

QUALIFICATIONS and EXPERIENCE

• Typically, a Bachelor’s Degree in Humanitarian Affairs, Public Health, Emergency Management, Economics, Food Security, Agriculture or related field. Equivalent combination of relevant education and experience may be substituted as appropriate. • Typically, 10+ years of experience working internationally in the design and implementation of cash- and market-based programming, including direct experience in implementing cash transfer programs • Significant experience in designing, implementing, and analyzing market assessments and familiarity with market analysis tools • Demonstrated experience in program development and implementation – including proposal development and submission, donor reporting, and program close-out. • Familiarity with common donors (BHA, BPRM, FCDO, ECHO, UN) and the coordination system, market analysis in emergencies and in development contexts is desired • Experience in integrating Cash based interventions into other sectors like Health, WASH, Nutrition, Protection. • Knowledge, practical understanding of and ability to work within both relief and development NGO contexts • Ability to work in both an advisory and a hands-on implementation capacity • Ability to write clear and well-argued assessment and project reports • Excellent communication skills • Politically and culturally sensitive • Capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances • Fluency in written and spoken English • Fluency in Ukrainian or Russian is desirable
