Adviser/Senior Adviser Localisation and Partnerships

1-year temporary engagement with possibility for a 1-year extension

To meet our 2030 ambition to ensure that all children survive, learn and are protected, and in line with the aspiration of the Grand Bargain, Save the Children recognises that local and national actors are essential in supporting children’s rights and humanitarian needs in all contexts. Our role as Save the Children is complementary to and supportive of what local and national actors already do to ensure children’s rights.

Save the Children Norway is now recruiting a one-year temporary position to support our work on localisation and partnerships, with the possibility of a one-year extension.

RESPONSIBILITIES AND TASKS:

The Adviser/Senior Adviser on Localisation and partnerships will be responsible for strengthening and further developing Save the Children Norway’s humanitarian engagement in localisation and partnerships. This will also include following up findings and recommendations from an external review of localisation within Save the Children Norway’s Norwegian government funded programmes. This will account for 50% of the position.

In addition, the position will work both on strengthening Save the Children’s ability to work strategically and responsibly on localisation specifically in humanitarian contexts and on strengthening local organisations capacity as principled first responders. The position will contribute to identifying opportunities and challenges for Save the Children with regards to localization of humanitarian aid, and work with Save the Children International Humanitarian Rights and Reform team and Country Offices to support the ability of country offices to follow up and manage this, including organizational adjustments needed to adhere to Grand Bargain principles and Core Humanitarian Standards verification outcomes aimed at local partnership operationalization. This will account for remaning 50% of the position.

The advisor/senior advisor will report to the Director for Quality Partnerships at Save the Children Norway, and with matrix management with the Global Head Humanitarian Rights & Reform, Center of Humanitarian Technical Team at Save the Children International.

QUALIFICATIONS, EXPERIENCE AND SKILLS:

  • Relevant education, preferably with minimum bachelor’s degree
  • Five to seven years relevant work experience can compensate for lack of formal education
  • Experience from working with rights-based programming
  • Understanding humanitarian architecture with experience working in countries where humanitarian crises are.
  • Experience from working with local/national formal and non-formal civil society and government
  • Knowledge of Grand Bargain, Core Humanitarian Standards, Humanitarian Principles and Standards
  • Experience from planning, executing, and evaluating different capacity strengthening efforts
  • Good written and spoken English essential. French, Spanish, Arabic is an advantage
