What We Do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

The Division for Cooperation and Coordination within the Movement (MOUV) is responsible for developing and implementing ICRC policy and action in the field of cooperation and coordination within the International Red Cross and Red Crescent Movement. The Division serves as a centre of expertise for the ICRC’s operational & capacity strengthening work and interface with National Societies and the International Federation of Red Cross and Red Crescent Societies.

Within the Division, the Movement Partnerships, Policy and Legal affairs unit (PPL) provides support, guidance, know-how and tools to ICRC headquarters and field delegations to achieve more impactful and sustainable partnership with other Movement components and strengthen, where necessary, National Societies operations and programmes.

Purpose of the position

The full title of the position is Adviser on Partnership Models with the Movement for Sustainable Humanitarian Impact. The purpose of the position is to analyze, evaluate, design, test, learn and recommend the ICRC on the development and implementation of organizational and operational business model(s) and process(es) to partner and work with Movement components and other partners towards Sustainable Humanitarian Impact (SHI), particularly where protracted and recurrent humanitarian needs exist.

This position contributes to the ICRC’s broader on-going efforts to strengthen Sustainable Humanitarian Impact with Development Actors and the Movement, which requires internal adaptation and transformations. As such, the position is currently limited to 6 months, but, based on the results of this first phase of work, could be extended to 2023 and beyond (subject to institutional approval).

Concretely, the Adviser on Partnership Models with the Movement for Sustainable Humanitarian Impact has two main objectives:

  • In close collaboration between ICRC’s programmes at HQ, relevant field delegations and the ICRC’s Resource Mobilization division, to facilitate and support at technical level the crafting of pilot partnerships with development actors that are inclusive of Movement partners.
  • By building on existing learnings from recent and ongoing partnerships and developing further analysis of current ICRC and Movement systems, mechanisms and processes (e.g. OBA, IRA, SMCC, etc.), to contribute designing possible models that would enable partnerships between the ICRC, some Movement partners and development actors on projects and programs aimed at achieving SHI.

Main duties and responsibilities

  • List & Analyze technical pain points preventing the inclusion of Movement components in the conception of projects and programmes with Development Actors (Project design and cycle, Reporting needs, Financial transactions, due diligence and compliance requirements, decision-making processes, HR mechanisms, ICT dimensions, logistical challenges, etc.) and reflect on possible solutions (e.g. interoperability between financial and logistic systems) taking due consideration of related on-going processes (e.g. SMCC).
  • Liaise with the concerned department to reflect on and identify actionable steps to ease the “tension points” or the “difficulties” previously identified (e.g. liaise with Finance and Administration, Logistics, Resource Mobilization)
  • Understand, analyze and propose some adaptation to current ICRC partnership modalities with other Movement actors at global and operational levels for the needs of partnerships with Development Actors and the development of SHI projects and programs (e.g. Partnership Framework Agreements, Operational / Cooperation Agreements, Country Services and Support Agreements, Integrated Partnerships, etc. including important modalities like Staff on Loan).
  • Liaise with MOUV Heads of Sector (HoS) and relevant Cooperation file holders to identify relevant expertise / competences existing within the Movement to contribute to the new partnership models towards SHI (expertise sharing, leveraging expertise, etc.).
  • Liaise with relevant Delegations (Coop fileholders, Head of Delegation and/or Head of Operations as appropriate) and Métiers at HQ Level in close coordination with Partnership Operations coordinators and relevant regional Cooperation colleagues (Deputy Regional Director, HoS and/or Supra-Coordinators) to develop their understanding of the Sustainable Humanitarian Impact and the role of the Movement and collaborate as needed with MOUV’s Resource and Data Development (RDD) unit to strengthen our Learning and Development tools in this area
  • Propose actionable guidance and accompany relevant identified HQ and Delegation colleagues to facilitate the inclusion of Movement components and articulate their contributions to projects and programs implemented with Development Actors and/or aiming at achieving SHI, and build on the learning of ongoing pilots to contribute further to the design of the business process.
  • Based on all those elements, describe possible business models and their key parameters (e.g. partnership modalities) as well as provide recommendations to address current internal and external limitations that would enable partnerships between the ICRC, some Movement partners and development actors on projects and programs aimed at achieving SHI.

Relationships

The Adviser Will Work Internally At Different Levels

  • Work in close cooperation with the Policy Adviser who will be the line manager of the position (under the lead of the Head of the PPL unit)
  • While not static, the Policy Adviser primarily coordinates the workplan on the Movement approach for SHI and develop the policy dimension of this ambition; and the “SHI Adviser” analyze, evaluate, design, test, learn and recommend realistic business and organizational models supporting these ambitions.
  • Interact closely with the Head of the PPL unit, the Partnership Management Adviser, the NS Capacity-strengthening Adviser and the Inclusive Response Adviser
  • Connect as often as needed with its fonctional line from the DirGen Partnership Cell, the Senior Strategic Advisor to the Director-General, in relation with the Multi-Year and Multi-Partner (MYMP) workstream and the overall partnership work driven by the Partnership Council for SHI.
  • Engage at working/technical level with various HQ departments and métiers (e.g. FAD, LOG, OP_Regions, REM, EcoSec, Health, ICT, etc.) and with relevant Delegations, mainly with Coop fileholders and management as appropriate.

Education required

  • University degree or equivalent
  • Fluent command of English (oral and in writing); command of French being a strong asset
  • Computer proficiency, ideally in areas related to process and model analysis and design

Experience Required

  • At least 10 years of professional experience, particularly in the field of business process and models analysis and design .
  • At least 5 years working with the ICRC and/or other Movement component, ideally with experience in the Movement Cooperation field. Previous experience in Finance, Administration and/or Partnership management is an asset.
  • Successful management experience in working with a wide variety of stakeholders at strategic, operational and technical level, including on matters related to change management
  • Strong analytical and writing skills and ability to develop sound organizational business models, .
  • Good knowledge of the current ICRC Movement partnership modalities (e.g. PFA, CSSA, IP, MCA, etc.), Movement institutional workstreams (SMCC, NSIA, etc.) and Movement dynamics and sensitivity (Fundraising space, transactions costs, etc.) is a strong asset.
  • Proven understanding / experience with development actors and/or institutional donors.
