NRC Geneva leads NRC’s representation, partnership, and policy activities in Geneva, engaging with IASC mechanisms, UN agencies, and policy-making forums. NRC’s approach to humanitarian financing policy has a broad focus on reducing humanitarian funding gaps by strengthening the provision of quality financing, supporting the development of innovative funding approaches, and strengthening aid effectiveness through simplifying and harmonising financing systems.

Within this context, we are looking for a strategic-minded and resourceful Adviser – Humanitarian Financing to develop and support our global humanitarian financing policy work. We require someone who is an excellent negotiator, experienced in global-level policy engagement, and has a keen interest in this exciting and developing area of work.

What you will do

As our Adviser – Humanitarian Financing, your main role will be to participate in the creation and implementation of NRC’s Humanitarian Financing Strategy and policy framework, in collaboration with colleagues across departments by perusing external opportunities for engagement. In this role, you will:

  • Continue developing the Humanitarian Financing Strategy and policy framework and lead the implementation of activities across the following areas: i) reducing humanitarian funding gaps; ii) understanding the role of development financing and development actors in fragile settings and across the nexus; iii) quality funding; and iii) simplification and harmonisation.
  • Provide thought leadership and ensure a strategic approach to the portfolio.
  • Strengthen the application of humanitarian financing policy into NRC’s work in other domains.
  • Ensure coherence and alignment with NRC’s strategic objectives and organisational priorities, particularly through linkages to partnership and policy work streams.
  • Deepen the understanding of—and explore opportunities related to—development financing trends, in line with NRC’s principled approach.
  • Advocate with relevant external stakeholders, including NRC institutional partners, to support the aims outlined in the Humanitarian Financing Strategy and policy framework.
  • Represent NRC at meetings and events; initiate synergies and identify opportunities to advance this work in partnership with other organisations.
  • Provide input to internal and external materials—e.g. strategies, guidelines, presentations, and talking points—relating to humanitarian financing policy topics.

What you will bring

  • Relevant Master’s Degree or equivalent qualifications/experience;
  • Previous knowledge and experience in humanitarian financing policy topics;
  • Detailed knowledge of the humanitarian system and funding mechanisms;
  • Minimum 5 years of experience from a humanitarian/development organisation and/or from a donor administration, either at head office/capital or field/embassy level;
  • Strong communications skills and fluency in written and spoken English;
  • Ability to think strategically, and translate this into plans for action and results;
  • Strong networking and negotiation skills;
  • Ability to work autonomously and adhere to tight deadlines.
