The Adventist Development and Relief Agency (ADRA) is a global humanitarian organization with a mission to work with people in poverty and distress to create just and positive change. ADRA belongs to the worldwide network, comprised of more than 130 supporting and implementing country offices. ADRA is seeking to recruit Public Private Partnership (PPP) Consultant

Objective of the Consulting Assignment

The consultancy aims to provide expert advisory services for PPP project implementation, capacity building, and community mobilization in target villages, focusing on managing public water supply infrastructure using appropriate PPP approaches.

Scope of the Consultancy Services

The Consultant will be responsible for project appraisal and technical assistance to the line Ministry undertaking the PPP projects and will be expected to deliver on (but is not limited to) the following:

  1. Conduct on-site assessments of water supply schemes and environmental settings, identify appropriate PPP options, and develop a financial model for the project. Engage MOEWR/ADRA for feedback, analyze PPP risk allocation, and prepare PPP transaction documents (RFQ, RFP, PPP contract.). Note that four (4) water supply schemes are targeted for this: one in Adaado, one in Raageceel near Jowhar, one in Koshin, Balambaal and one in Bandiridley, and possibly one in Farjano (Jowhar).

2. Develop simple operational instructions for implementing PPP and support policy application, design institutional structures clarifying roles, responsibilities, funding sources, and legal requirements for regulators and water operators.

3. Support the MOEWR, Community leadership, and ADRA to ensure quality models, promoting PPP awareness, and developing strategies for market participation to generate feedback. Undertake PPP awareness creation activities and build capacities on PPP matters including supporting the Authorities in carrying out PPP and investor promotion activities developing strategies for engaging with market participants to create awareness and generate feedback.

4. Provide PPP training to MOEWR and selected water management committee representatives involved in the SOWASDIP programme and other proposed PPP partners (if already identified). The training will emphasize on building institutional infrastructures through PPPs for enhanced water services delivery. Further, it will explore options how to establish and maintain successful PPPs at the local level.

Duration of the Assignment

The total services will need to be delivered over a contract period of 2 months (60 days). The consultant will need to provide a work plan detailing a chronology of activities and apportioned timelines to completion. This may be reviewed together with

Outputs

This assignment will produce an Inception Report, Assessment Report (with options for various applicable PPP models, draft Regulatory Framework, and training options), Training Workshop(s). The final report will summarize all the consultancy outputs.

Required Qualification

The preferred consultant should have a Bachelor/MBA/master’s degree with a finance, economics, engineering, or other relevant professional background, with 7 years of experience in consulting and at least 5 years of practical experience with PPPs. Preferably, a single consultant or a team of two with complementing efforts will be preferred for this assignment. S/he (they) should have a sound understanding and knowledge of policies, procedures, strategic plans, Environmental and Social Impact studies and compliance, financial modeling, and reporting, and be effective communication with officials, of with infrastructure projects, and in the Somalia context. Further experience in commercial infrastructure sector project management, project finance, and financial modeling is preferred.

Proposal structure and scoring criteria

  1. Type of Contract and Budget

The contract will be a Fixed Budget type and the financial proposal must be calculated without error (rates, levels of effort, fees, expenses, per diem, taxes, etc.) and does not exceed the maximum allowed.

The technical and financial proposal marked “PPP Specialist Consultant” should be sent to the provided email and should contain the following:

  1. Technical Proposal

The Technical Proposal should detail the consultant’s experience, proposed work plan, management plan, qualifications, CV, and Gantt charts detailing the duration of tasks.

  1. Financial Proposal

The Financial Proposal should detail a breakdown of the daily professional fee (including meals) and other reimbursable expenses (travel cost, communication, and production), and other anticipated costs.

The proposal (bid) will be evaluated based on an 80:20 ratio for technical to financial proposal; for technical proposal scoring will allocate 25 points for its approach, 15 points for its management plan, 15 points for its experience, and 25 points for its consultant CV (qualifications).
