Background

Save the Children International is one of the leading development organizations working in around 120 countries for children on a global scale. Save the Children started working in Pakistan in 1979 after the influx of Afghan refugees and has maintained ambitious programming in the country. We have reached 14 million children and adults in Pakistan through health & nutrition, education, climate action, child protection, livelihoods and humanitarian response programs. At present, Save the Children is also working together with the Government of Pakistan in ICT, Punjab and Sindh in COVID 19 Emergency Response.

Objective

The consultant will be providing high quality technical guidance and support to strategically design, manage and carry on the Adolescent/youth economic empowerment themed/integrated programs for the Pakistan country office, strengthen strategic engagement and collaboration with other thematic areas. The consultant will take lead for new business development under Adolescent and youth Economic Empowerment including programme/project identification and proposal management.

Deliverables

The following are expected deliverables;

  1. Identify and pursue funding opportunities, develop a fund raising strategy,liaising with national and international donors for support of various programmes/activities/new business development.**
  2. Lead the technical scoping, planning, and design and proposal writing during new programme development, and ensure that we design and deliver high quality ASST/Economic Empowerment programmes for children, building on global best practice. Ensure that gender, disability and resilience considerations are reflected in our programme design and implementation.**
  3. In alignment with Country Office strategy and leadership, engage in strategic positioning with donors, partners and government in-country, and ensure that Save the Children is a partner of choice in Adolescents and Youth Economic Empowerment.
  4. Promote and monitor integrated programming in a way that increases overall impact of ASST/Economic Empowerment programmes at the community level.
  5. Work with Monitoring, Evaluation, Accountability & Learning (MEAL) teams to carry out gender and power analysis, and conduct quality monitoring against international standards through participatory methodologies that promote gender equality and social justice.
  6. Promote a Protection Systems Strengthening approach that supports working in collaboration and partnership with governments and local partners and working towards impact, scale and sustainability.
  7. Strengthen civil society engagement in national dialogues and policy processes through working closely with advocacy and child rights governance colleagues.. Ensure the quality, clarity and consistency of technical components of internal and external reports (e.g. programme reports, sit-reps, and internal updates).

Qualifications and Experience:

The selected Consultant will have:

  • Masters degree in economics, public administration, youth development, or equivalent experience.
  • At least 5 years’ experience of leading the design and implementation of humanitarian and development programmes in the field of adolescent skills development/youth development, youth livelihoods or economic empowerment.
  • Familiar with positive youth development and economic empowerment approaches, market systems development, cash transfer programming, financial inclusion and child sensitive social protection and graduation approaches as well as integrated programming approaches.
  • Experience of strategy development and planning.
  • Track record in successful business development/fundraising USAID, DANIDA, DfiD, European Commission, Private Sector Foundations (e.g. Mastercard or Ford Foundation)
  • Experience to write Quality proposals and concise reports as per donor specific criteria.
  • Experience of context, capacity and policy analysis, and influencing and advocacy at regional/international level in order to hold duty bearers to account to realise children’s rights.
  • Skilled at networking, representation and partnership development in order promote learning, strengthen civil society and mobilise resources.
  • Experience of promoting quality and impact through at least one cross-cutting area: gender equality and inclusion, adaptive and safer programming; child rights; disability; migration and displacement.
  • Fluent in English and high level of English writing skills.
