(A) Programme management and delivery of results

– Management of youth innovation and employment hubs;

– Develop monthly targets and activities for each of the three youth innovation and employment hubs;

– Be responsible for the quality assurance and overall effective and efficient management of the youth innovation and employment hubs and oversee the implementation, monitoring and evaluation of all activities;

– Leadership and direct management of youth innovation and employment hubs;

– Management of labor market outreaching processes and networking with private sector and civil society organizations;

– Management of job creation and career counseling processes.

(B) Programme reporting, support and planning

– Responsible for overall quality and timeliness of all internal and external reporting, including quarterly, semi-annual and annual donor reports;

– Lead in the planning and development of all organizational annual and medium term strategies for the youth unit as part UNRWA’s contribution to the LCRP, Emergency appeals;

– Assist in the development of programmatic and technical inputs (in collaboration with DRU) for strategic fundraising efforts and targeted donor outreach; draft technical concept notes as requested by the Head of Unit;

– Provide programmatic and operational support to the youth projects and activities;

– Undertake research, analyze existing national and international data, surveys, reports, drawing on trends and projections and prepare briefs for the youth unit and UNRWA to inform programming;

– Lead a situation analysis by conducting assessments to establish evidence-based data for UNRWA advocacy and development of policies, framework and programmes to promote youth and adolescent development, particularly in the context of camps and gatherings in Lebanon;

– Participate throughout the process of programme formulation, planning and preparation to provide input, advice and operational support on the integration of UNRWA policies and youth strategic frameworks that promote adolescent and youth development and participation;

– Assist in establishing specific goals, objectives, strategies and implementation plans for the youth programmes/projects using results-based planning methodologies;

– Develop standard operating procedures and protocols to support the implementation of projects’ activities;

– Collaborate with monitoring and evaluation officer in data analysis and reporting;

– Collaborate with the labor market expert in data collection, analysis and reporting;

– Prepare relevant documentations for programme review and approval.

(C) Technical and operational support to programme implementation

– Participate in programme meetings including programme development and contingency planning to provide technical and operational information, advice and support.

– Draft relevant policy papers, briefs and other strategic programme material for management use, information and/or consideration.

(D) Networking and partnership building

– Build and sustain effective close working partnerships with relevant departments within UNRWA, partners and donors through active networking, effective communication, and exchange of knowledge/expertise to reinforce cooperation to achieve sustainable and broad results on youth and adolescence in Lebanon.

– Assist in the preparation of communication and information material for programme advocacy to promote awareness, establish partnerships/alliances and to ensure that adolescent development and participation programmes and initiatives are adequately resourced and supported.

– Provide support to the Head of the youth unit at inter-agency and inter-sector discussions and planning on youth related issues for Palestine Refugee Youth in Lebanon.

– Contribute to the development and implementation of policies and procedures to ensure optimum efficiency and efficacy of sustainable programmes and projects.

(E) Maintain the overall management of youth employment component information management systems

– Management of employment platform by revision and approval on entries, develop improvement plans, extract data and reports;

– Management of youth employment component MS 365 tools (Microsoft forms, site, sway and share-point);

– Provide decision support data to Youth and Adolescent Development Specialist
