ROLE DESCRIPTION

The Administrator and Financial Coordinator will be responsible for responsible for ensuring the proper financial management and accountability of the Alliance in Palestine in the financial area of Alliance in Palestine.

TASKS AND RESPONSIBILITIES

1. Ensuring (implementation and direct supervision) of an adequate control system, Planning and Economic Monitoring of the Alliance’s interventions in Palestine.

  • Ensure the implementation of the economic monitoring system of the actions to identify and and establish mitigation mechanisms for possible deviations from the economic justification rules with respect to the economic justification standards of the public and private donors of the Alliance in Palestine.

  • Financial planning and reporting to funders, with the support of the staff in charge.

  • Ex-ante analysis for the prevention of deviations and / or incidents of the different interventions under the different interventions under implementation

  • Provide the headquarters and other members of the Palestine team with economic information on the interventions in an of the interventions in an agile and concise way.

  • Make requests for transfers and payment orders at international and local level.

  • Provide support to the requests for financial justification of completed projects and programs.

  • Preparation of budgets in the formulation phase according to the indications of the technical team in the country and the funder’s regulations.

  • Management, training and supervision of the administrative team of the Alliance in Palestine in terms of accounting.

  • Management, training and supervision of the Alliance in Palestine administrative team in accounting, control and monitoring of projects.

  • Supervise the preparation of economic and administrative support documentation for the formulation process according to the indications of the in-country technical team and the funder’s regulations.

  • Validate Collaboration Agreements with the local partners at the financial level.

  • Validate ToR and contracts with suppliers and human resources.

  • Training, support and specialized reinforcement to Alianza’s partner organizations in Palestine.

2. Management and accounting system of the office of Alianza Palestina:

  • Administration, planning, management, monitoring and accounting of the office.

  • Provide the Country Coordinator and HQ with timely, concise and transparent information on the implementation of the Alliance budget.

  • Submitting documentation (VAT exemption, income tax, technical and financial reports) to national authorities.

  • Overseeing payroll payments and other payments associated with operating expenses to Alliance staff in Palestine.

  • Manage the organization’s inventory in Palestine.

  • With the support of his staff, ensure the administrative arrangements necessary for the proper functioning of the Palestine office.

  • Supervise purchases and procurement of supplies, ensuring the correct application of the in-country procurement manual.

  • Oversee the organization’s in-country procurement manual.

  • Accounting: prepare and/or supervise the bank reconciliations and petty cash of the office

  • Management, training and supervision of the Alianza administrative team in Palestine.

3. Support internal and external audit processes and reports of interventions and the Palestine office (country audits):

  • Complete the design of the Alliance in Palestine Procurement Manual according to the needs of the organization in the country

  • Update the Alliance in Palestine Human Resources Manual and salary tables according to the needs of the organization in the country.

  • Ensure compliance with current taxation in the country and in the hiring of personnel, labor and technical services

  • Facilitate economic information exchange and integration work with ActionAid Palestine and ActionAid Arab Region.

  • Palestine and ActionAid Arab Region under the direction of the Country Coordinators.

  • Comply with and respect the Code of Conduct, safeguarding policies and all Alliance institutional policies (anti-terrorism, anti-terrorism, anti-terrorism, anti-terrorism).

  • Alliance office, with ActionAid and with Alliance partners in Palestine.

DESIREABLE:

  • University degree or studies related to the functions and tasks of the position.

  • Master’s degree in International Cooperation and/or Humanitarian Aid is desirable.

  • At least 4 years of experience in international cooperation, of which at least 2 years in the field and in similar positions.

  • Proven experience in administrative and coordination positions, team management, negotiation and financial management of development and humanitarian action projects.

  • Mediation and conflict management skills,

  • Communication, negotiation, empathy and diplomacy skills.

  • Skills in human resources management, leadership and team motivation.

  • Knowledge and experience in Palestine or the Middle East region will be an asset, as well as experience with Spanish, European and international donors.

  • Working languages are Spanish and English (both mandatory).

  • Knowledge of Arabic is an asset

Type of contract: Indefinite, commitment to remain in Palestine for 2 years.

Salary: according to Alianza por la Solidaridad salary bands.
Start date: July 1st, 2022.
42 working days of annual leave.
Installation and de-installation assistance.
Annual flight at the organization’s expense.
Travel expenses to/from missions.
Salary supplement to adapt to local living costs
