Tdh has been working in Bangladesh since 1976, with operations in the north of the country (Kurigram District), in Dhaka and in Cox’s Bazar District.

Tdh is implementing programs on Health, WASH, Access to Justice (social cohesion and conflict resolution), Migration and Child protection, both in development and emergency contexts.

The main purpose of the position is to carry out efficient administrative and financial management of Tdh’s programmes in Bangladesh, minimizing financial and operational risks and ensuring compliance in terms of Tdh’s policies and procedures, Government regulations and donor guidelines.

Responsibilities:

  • Responsible for drawing up the new project budgets and for taking into consideration the donor rules, the specific needs of the delegation in term of overhead costs
  • Responsible for the financial reporting to donors and local authorities, including the reporting of implementing local Partners
  • Focal point for financial aspects of collaboration with Tdh local Partners, verify their global forecasts and ensure the eligibility of expenses and audit compliant
  • Responsible the monthly budget follow-up, the treasury forecasts and fund request
  • Work in close collaboration with the budget holders (i.e. Project Managers/Coordinators, HR / Logistics Base Managers/Coordinators) to ensure proper forecasting, follow-up of the expenditures in accordance to the budget by updating their specific follow-up tools (i.e. OFU, LFU, HR allocation tables)
  • Responsible for the yearly budget exercise and costs analysis
  • Responsible for the Follow up of financial risk, yearly internal Tdh audit, donor audits and FD6/7 audits required by the local authorities
  • Responsible for monitoring and sharing an accurate, regular analysis of the Delegation’s financial picture: need of coverage costs, inflation and exchange rate variances, ratio support-activities costs, etc.
  • Validate Tdh’s monthly accountancy closing (via the accounting software SAGA)
  • Support the Partners’ on accounting issues and ensure that Partners’ list of invoices and all supporting documents are checked, in line with the budget, donors’ guidelines and audit compliant
  • Be the focal point in terms of local law analysis
  • Ensure that VAT and Tax are declared as per local regulations on time
  • Responsible of the management of his/her team
  • Train, support and evaluate the administrative and finance team members.
  • Take part in meetings relating to the administrative aspects and represent Terre des hommes on request

Profile:

  • Education:

University degree in Finance, Accounting or Business Administration

Essential – be certified public accountants and/or hold a recognized international accounting certificate

  • Language:

Excellent oral and writing skills in English

  • Experiences:

Essential – 5 to 10 years’ experience working in the position of an Administration & Finance Manager or Coordinator

Essential – a minimum of 5 years previous experience working in the field of accounting and budget management in the humanitarian and/or development sector is mandatory

Essential – relevant accounting knowledge and experience, financial reporting and

knowledge of donor guidelines (including US donors, the European Union, other European donors and UN agencies

Previous experience in humanitarian sector is mandatory

  • Knowledge & skills:

Relevant accounting knowledge and experience, financial reporting and knowledge of donor guidelines

Advanced knowledge in Excel and of SAGA software

Ability to work independently as well as a strong team player

Flexible & creative

Pro-active, rigorous, goal-oriented and results driven.
