SPARK is planning to hire Admin Logistics & Procurement Officer. He/she reports to the Palestine Country Manager and is responsible for supporting administrative and procurement related activities in the Palestine office. The Officer will work closely with the Finance Officer in Palestine and the Regional Procurement Manager in Istanbul.

Main Tasks and Responsibilities

  • Support the Palestine team with administrative, logistical and procurement related activities related to the programmes in Palestine and overall office operations.
  • Support the team in ensuring that procurement is carried out in line with SPARK regulations and procedures and that relevant documentation is compiled and archived in line with audit trail standards.
  • Support the team with event management
  • Provide overall administrative support to the team
  • Provide advice on local sourcing of goods and services
  • Support relevant programme staff in Palestine with tendering, bidding processes and selection of partners and service providers. Including monitoring compliance and collecting supporting documents Support the Palestine team with contracting processes with service providers from tendering to filing agreements.
  • Coordinate with the Finance Department on accounting requirements concerning payment procedures.
  • Create and maintain a supplier database to ensure a pool of reliable service providers.
  • Support administrative matters for SPARK in terms of registration, vocational license, work permits, Visas, travel & hotel booking, phone, and internet lines subscriptions in coordination with CR and relevant programme staff.
  • Support the Senior Finance Officer in managing the petty cash advance.
  • Support the Senior Finance Officer in collection and archiving documents including scanning and filing documents of finance for month end closure.

Requirements and Skills

  • Bachelor’s degree in Logistics, Supply Chain Management, Business Management or a related field from an accredited academic institution.
  • Minimum 3 years’ relevant experience with international humanitarian organizations, non-government organizations or private sector in a multi-cultural setting
  • Demonstrated knowledge of supply chain, administration and evaluation techniques and practices;
  • Demonstrated ability to work well under pressure and to keep deadlines;
  • Excellent communication and negotiation skills;
  • Good level of computer literacy, including database applications; and,
  • Fluency in written and verbal English and Arabic;
