CARE Haiti’s Business plan for 2019-2021 ended in December and a new strategic planning cycle has begun, with the aim of having a business plan in place by July 2022. The country office is pursuing a functional review to both strengthen operations as well as provide valuable inputs into the strategic planning exercise, informing decisions as to viable options going forward.

PURPOSE

To oversee all operations related to CARE Haiti. Specifically:

  1. Work with Region to develop and manage a communications plan about plan Haiti. This communication plan will be targeted towards donors, general public, staff, partners, beneficiaries and other CARE stakeholders. (Due to short tenure of CD and other relevant issues)
  2. Oversee, participate, and implement all aspects of the functional review
  3. Work with functional review consultant to develop a comprehensive management plan moving forward.
  4. Attend to all aspects of being a country director for CARE which includes overseeing all operational matters related to human resources, program planning, financial management, donor relations, government and partner relations

KEY ACTIVITIES

The Acting Country Director will participate in and oversee all aspects of the following key activities that are part of the TOR for the functional review consultancy as listed below:

  1. Pre-work: one week prior to trip, develop and submit to the CO a workplan based on the current Terms of Reference, and finalize within three days of initial travel. CO to form a consultation team work with TDYer on all aspects of work in country.
  2. Review external operational constraints: insecurity, violence, kidnapping, fuel shortages, unreliable electricity, corruption, staff migration, periodic and seasonal natural disasters (and more). This would be done via discussions with the security coordinator
  3. Review documentation such as audit reports, financial reports, project reports to donors, etc. (list to be provided)
  4. Conduct an in-depth SWOT analysis with key staff in PAP – structures, staffing, policies, procedures, communications, etc. in areas of administration, finance, human resources, IT, procurement and programming – in order to understand current issues, pain points, bottlenecks, etc.; and conduct key informant interviews with staff across departments in Port-au-Prince in order to explore further issues faced.
  5. Travel to the two sub-offices – Jeremie and Gonaives – to conduct both SWOT analysis as well as key informant interviews. There would also be a visit to project activities to view operations on the ground.
  6. Review financial viability, noting that the CO has been running a deficit with operational costs above the total of SPC, UNR and GPF budgets combined. Develop clear sense for cost drivers and prepare to make recommendations for the CO to become viable.
  7. Review administration, procurement and logistics processes, plans and procedures through documentation review, interviews, group discussions, participation in regular coordination calls, etc.
  8. Human Resources: carry out workload analysis for program support aimed at optimal staffing for CO, and propose new structure which would enhance service delivery.
  9. Articulate full set of recommendations as well as a change management plan. This would include prioritized corrective actions each functional area needs to address in the short term.

TIMELINE

  • TDY will be from May 2-August 31, 2022
  • The permanent CD will come on board around the 17th of August to allow for a two-week handover period.

DESIRED QUALIFICATIONS

  • Experienced CARE professional who understanding CARE’s operational policies and procedures well
  • Strong understanding finance, administration, IT, logistics and HR
  • Strong sense for government policy considerations
  • At least 10 years of field experience
  • Excellent analytical and writing skills in English – and good French speaking abilities
  • Outstanding skills is management of human resources
  • Commitment to CARE’s core values, with a special focus on gender justice and GBV
