Context:

Under the overall supervision of the Senior Resource Management Officer and direct supervision of the National Resource Management Officer, the successful candidate is responsible for providing support to the Resource Management Unit of the IOM mission in the Philippines.

Core Functions / Responsibilities:

  1. Review Requests for Payment performing verification in accordance with the Three-Way Match principle, ensuring that supporting documentation is attached, and checking the correctness of GL and WBS codes.
  2. Route the RFPs for approval of the relevant authority.
  3. Enter accounting transactions in accordance with approved Requests for Payment (RFP).
  4. Upload accounting documentation to IOM’s e-filing platform.
  5. Perform clearing of vendor and general ledger accounts, including assisting with liquidations of advances.
  6. Ensure proper and systematic completion of all posted payments and other accounting documents according to the established standards.
  7. Assist in following up with necessary actions as per periodic checklist reviews.
  8. Maintain monitoring file of the approved RFPs for Treasury Services.
  9. Process Daily Subsistence Allowance (DSA) advance and Travel Expense Claim (TEC) settlement. Record and clear staff vendor accounts in the accounting system.
  10. Assist in maintaining and reconciling telecommunication accounts (Globe, Smart, PLDT) to achieve correct billings.
  11. Recording Expenses – Services Fees from MPA.
  12. Perform manual entries for AVRR in the accounting system.
  13. Perform Bank Reconciliations as required.
  14. Perform other related duties as directed.

Required Qualifications and Experience

Education

  • University degree in Accounting, Finance, Business Administration, Commerce, or a related field from an accredited academic institution with three years of relevant professional experience; or
  • Completed High School degree in the above fields with five years of relevant professional experience.

Experience

  • Knowledge of relevant accounting procedures, preferably IOM’s Financial Management Rules and Procedures.
  • Knowledge of processing Travel Expense Claims, preferably in accordance with IOM Instruction #6 (IN6).

Skills

  • Experience in operating accounting software or systems, preferably SAP and/or Oracle.
  • Computer literacy including proficiency in MS Office applications.
  • Knowledge of financial rules and regulations.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English (oral and written) is required. Working knowledge of Spanish or French is desirable.
