Job description

Position Summary and Purpose: The Accountant will primarily be responsible for ensuring the effective and efficient accounting management of organization, including government reports, donor and non-program funds. They shall provide overall local legislation management and guidance, maintain financial systems and procedures including local reporting, and oversee the general administrative management of the country office, ensure compliance with IOCC’s and donors’ regulations and guidelines.

Responsibilities and Essential Functions:

Cash Management:

  • Handle the office cash and bank payments; prepare vouchers for cash receipts and cash disbursements.
  • Update financial spreadsheets with daily transactions
  • Record accounts payable and accounts receivable in Excel and local software;
  • Prepare balance sheets
  • Track and reconcile bank statements
  • Process invoices and follow up with Logistics department, suppliers and partners as needed;

Compliance/Government Requirements:

  • Implement internal control procedures and systems, following the Field Finance Procedures (FFP), Field Operations Administration Manual (FOAM) and IOCC procurement policy and donor requirements and with the local laws and regulations.
  • Ensure that staff is informed and is complying with the established policies and procedures.
  • Prepare and file public documents and compliance reports for government agencies and monthly reports to the appropriate tax or government agencies.
  • Provide documents and assistance to auditors and donor representatives during project or annual audits.

Documentation:

  • Prepare internal vouchers in support of all financial transactions and ensure all related invoices, receipts and any other backup documents are collected and attached.
  • Maintain files of all financial documents and reports in accordance with IOCC and Local policies and regulations.
  • Maintain project documentation both electronic and hard copies including contracts, budgets, amendments, reports and correspondence.
  • Maintain all documentation related to staff personnel and consultants in accordance with IOCC and local policies and regulations.
  • File and copy of all needed documents per local and internal rules

Administrative:

  • Procure small office purchases per IOCC policies and procedures.
  • Prepare and maintain office Inventory list as per the approved purchases.
  • Check the nature of the document and its presentation (photocopy, original, pro forma, translation, date, signature, stamp, terms used, accuracy of calculations, etc.)

Minimally Required Knowledge, Skills and Abilities:

  • Technical Knowledge: Generally Accepted Accounting Principles (GAAP), audit principles, accounting software, local legislation
  • Management Skills: Ability to think strategically, analyze processes and make recommendations
  • Software Applications and Computer Skills: database or other specific computer programs, accounting software, Microsoft Office (Excel, Word)
  • Organizational Skills: extremely organized, calendar management, attention to detail, deadline driven, high level of confidentiality to financial or other sensitive information and utilize sound judgment, able to meet tight deadlines while managing simultaneous activities.
  • Self-Management / Teamwork: Ability to work with minimum supervision, independently and in a team.
  • Communication: good verbal and writing skills and command of the English language; solid inter-personal communication skills with an ability to adapt to various work styles and personalities; ability to effectively handle stressful situations and shifting priorities
  • Relationship Building: Ability to build strong institutional and professional relationships with all staff, partners, donors, and local authorities; sensitivity to cultural conditions and practices

Minimally Required Education, Experience, and Training:

  • Bachelor’s or other University degree in Finance, or Accounting, or equivalent experience in related field; or a combination of education and work experience that yields the minimally required knowledge, skills and abilities
  • 5 years of experience in accounting
  • 2 years of experience working in Non-profit with a good knowledge of accounting and bookkeeping procedures

Physical Requirements and Working Environment:

  • Travel required: periodic travel to Kyiv/Uzhorod office
  • Sits for long periods of time
  • Standard office environment; mostly sedentary position.
  • Frequently works in an office environment and requires dexterity to operate general office equipment
  • Infrequent weekend and evening work may be required.
