Type of Appointment: Special short-term ungraded, nine months with possibility of extension

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

Accountability to Affected Populations (AAP) is an active commitment by organizations engaging in direct assistance to populations in need of aid, to use power responsibly by taking account of, giving account to and being held to account by the people they seek to assist. It requires organizations to involve people affected by crisis and other destabilizing factors in key decisions and processes that impact them and have effective communication and feedback channels that engage all sectors in a community, especially those most vulnerable and marginalized. AAP promotes people-centered approach that reinforces the broader accountability of the organization to all stakeholders including donors, governments and Member States.

The development of the IOM AAP Framework was initiated in 2017 through extensive consultations involving staff from country missions, regional offices and headquarters and was piloted at the second half of 2018. IOM is committed to achieve accountability to the people it is tasked to assist as agreed and endorsed by the Inter-Agency Standing Committee in 2011 and as signatory to the Grand Bargain in the margins of the 2015 World Humanitarian Summit. AAP as a support process to organizational accountability and transparency is part of the core commitments of IOM to Member States, donors, UN partners and other stakeholders, and most importantly to the displaced and their host communities and migrants that IOM serves and assists. IOM will ensure the corporate implementation of the Framework with an enhanced visibility of AAP in strategic documents and corporate processes and its inclusion in institutional trainings to strengthen IOM’s credibility as an accountable, transparent and people-centered Organization.

Under the overall supervision of the Senior Migration Crisis Analyst of the Department of Operations and Emergencies (DOE), direct supervision of the Accountability to Affected Populations Officer, and in collaboration with relevant units at Headquarters, the successful candidate will be responsible and accountable for AAP knowledge management, awareness raising, and in providing technical support across the Organization in the implementation of the IOM AAP Framework.

Core Functions / Responsibilities:

  1. Support the institutional advocacy on AAP and people-centered approach by leading the implementation of AAP awareness-raising activities and the maintenance of AAP knowledge-sharing platforms and ensuring linkages to cross-thematic policies and programmes in the Organization.

  2. Engage with and support the AAP Community of Practice (CoP) and technical working groups by facilitating coordination meetings and sharing updates and guidance from internal and external sources via multiple channels including SharePoint, intranet, DOE emergency manual, official website, and other repositories.

  3. Support the preparations and facilitation of AAP trainings delivered in various modalities and coordinate with relevant stakeholders, as well as maintain training records for monitoring and evaluation purposes.

  4. Facilitate AAP advocacy initiatives by coordinating with relevant stakeholders and partners including drafting of awareness and communication materials, outlines, multi-media communication products, and key messages.

  5. Assist in research projects and in drafting AAP project briefs, internal and external reports, tools and templates, and other documents of strategic relevance to AAP Framework implementation.

  6. Support AAP collaborations with programmes and units in headquarters including the Resettlement and Movement AAP mainstreaming, Transition and Recovery community-based planning, Prevention of and response to Sexual Exploitation and Abuse (PSEA) and Complaints and Feedback Mechanisms guidance, Disability Inclusion and AAP guidance, sexual orientations, gender identities, gender expressions and sex characteristics (SOGIESC) Inclusion and Gender Parity, Humanitarian, Development, and Peace Nexus and AAP, and other opportunities relevant to AAP Framework implementation.

  7. Provide administrative and logistical support as needed.

  8. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s Degree in Human Rights, Humanitarian Action, International Law, Development Communications, Anthropology, Social Sciences or a related field from an accredited academic institution ; or

• University degree in the above fields with two years of relevant professional experience.

Experience

• Experience in project monitoring and implementation particularly in awareness-raising, training,and knowledge management preferably with knowledge of IOM emergency operations and governance structure;

• Experience in research, literature review, and writing particularly in the field of AAP/community engagement, development, forced migration, protection of vulnerable groups, international human rights, natural disasters and climate change resilience, conflict, or humanitarian action;

• Experience in information management, data analysis and project reporting;

• Experience in facilitating webinars and trainings particularly in virtual format with the use of innovative software for maximum interaction with participants;

• Field experience in community engagement and development communication is desirable.

Skills

• Good knowledge of the broad range of migration related subject areas dealt with by theOrganization;

• Proficient in the use of Microsoft Office products particularly SharePoint and Teams and other software used for presentations including Excel, Word, Powerpoint, Publisher, Adobe, etc.;

• Proficient in the use of interactive software applications for virtual trainings and events including Zoom features, Miro, Mentimeter, and other similar applications;

• Excellent verbal and written communication skills;

• Good level of coordination and diplomacy skills.

Languages

IOM’s official languages are English, French and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge in French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
