UNHCR, the UN Refugee Agency, is offering a full-time position at its UNHCR Sub-Office, Cox’s Bazar, Bangladesh. The Position will be functioning with the different protection units, including the community-based protection unit, and externally with all sectors on how to engage Rohingya refugees in the response and provide relevant suggestions for the Collective AAP Framework and Action Plan which is under development.

Organizational context:

This requires a culture of Accountability to Affected People (AAP). UNHCR places a high value on meaningful dialogue with all forcibly displaced persons, considering age, gender, and other diverse characteristics, to ensure program interventions and advocacy are shaped by what POCs views and needs.

In line with UNHCR’s AAP commitments, the UNHCR Operation in Bangladesh takes leadership and action in operationalizing AAP by putting persons of concern as central actors across all sectors in Cox’s Bazar and Bhasan Char. At the Inter-Agency level, UNHCR aims to ensure AAP approaches in Inter-Agency settings like Cox’s Bazar are effectively and efficiently established, building on local capacities and existing mechanisms to improve the accountability of humanitarian response. UNHCR aims to strengthen and mainstream AAP within UNHCR’s operation in Cox’s Bazar and Bhasan Char and across sectors by providing technical support and advice to the sectors to fulfil commitments on AAP and ensure that Protection is central to humanitarian response.

Duties and responsibilities :

The AAP Officer will be expected to deliver in the following areas:

The AAP Officer is responsible in providing technical guidance and advice, capacity building, supporting common feedback mechanisms, and information management. S/He will be work closely within UNHCR with the different protection units, including the community-based protection unit, and externally with all sectors on how to engage Rohingya refugees in the response and provide relevant suggestions for the Collective AAP Framework and Action Plan which is under development. At the Inter-Agency level, the AAP Officer will engage with and support Inter-Agency coordination groups in Bhasan Char and liaise with the ISCG AAP coordinator/advisor as necessary.

Advisory and technical support

  • Map existing practices/activities on AAP to identify best practices.
  • Assess the capacities and opportunities for AAP in the community, and the impact of the operation’s current accountability practices, from the community’s perspective.
  • Initiate the development of a context-specific action plan and practicable monitoring and evaluation framework for the collective AAP Plan.

Capacity Building

  • Assess the priority skills gaps and learning needs relating to AAP within UNHCR, and at the intersectoral level as required.
  • Design and implement a capacity-building strategy to build the knowledge of, and commitment to AAP approaches within UNHCR, and at the intersectoral level as required.
  • Develop context-specific capacity-building materials by contextualizing global and/or national tools.

Coordination

  • Conduct a mapping of AAP activities with input from each of the sectors.
  • Support the coordination of AAP in coordination groups in Cox’s Bazar and Bhasan Char, including the inclusion of appropriate AAP indicators in joint needs assessments and standalone AAP assessments, as well as in the response monitoring framework.

Feedback and Response/CWC

  • Ensure processes are in place for referring community feedback to relevant sector leads or managers, so that such feedback can be resolved – including reporting back to communities, or ‘closing the feedback loop’ and implement recommendations for processes which require strengthening.
  • Regularly provide analysis of feedback collected by different programmes to identify trends in community perspectives and priority issues.
  • In collaboration with the CWC WG, review methodologies to ensure information and communication materials are shared with refugees in a language, format and media that are culturally appropriate for and accessible to all groups in a community.

Information Management

  • Support the information management functions in AAP by enabling a common feedback system to share, protect, aggregate, and analyze community feedback to identify trends and priority issues.
  • Coordinate with other sectors to ensure that approaches are complementary.

Develop a process of aggregating the analysis of community feedback provided by UNHCR to deliver an overview of priority concerns and issues of the community.

Essential minimum qualifications and professional experience required:

Experience and Education

Master’s level degree in law, social science or another relevant discipline, or a Bachelor’s degree and equivalent experience.

b. Work Experience

  • 5-4 years progressively responsible experience in humanitarian work. Experience in multiple contexts and previous experience in Bangladesh is desirable.
  • Proven experience in developing, implementing and/or strengthening AAP systems in humanitarian contexts.
  • Previous experience with UNHCR and/or in a refugee context is desirable.
  • Experience in interagency coordination (within the context of AAP) is desirable.

c. Key Competencies

  • Excellent written and verbal communication skills and ability to adapt communication style for a variety of audiences.
  • Demonstrable competencies in AAP assessment and programme design.
  • Demonstrable competencies in interagency coordination and in training and facilitation.
  • Demonstrable competencies in information management systems are desirable.

Language Requirements:

  • Knowledge of English and UN working language of the duty station if not English.

Location:

The successful candidate will be based with the team in Cox’s Bazar, Bangladesh.

Conditions:

The duration of contract is from 14th August till 31st December 2022, to align with our budget year 2022. This is a full-time role with working hours starting from 8.00am to 5.00 pm Sunday to Thursday (40 hours per week).
