ROLE PURPOSE:

Donors in NW of Syria is supporting the affected people by Syria crises with relevant humanitarian assistance, where the work inside Syria in being implemented by implementing partners (Syrian NGOs) with remote management and support by Donor turkey team, Donor mainly focusses on Education, Child Protection, Health and Nutrition, WASH, NFI, and Cash response.

Facilitated and hosted by CPCD, The Field Monitor Consultants’ services based in Syria (Aleppo and Idleb governorates) is to directly monitor Donor programs, conducting assessments, and improve Donor accountability systems in close coordination with implementing partners in Syria. It is anticipated that these Field Monitor Consultants will help Donor to improve the relevance, quality, and impact of donor response across all implemented programs through partners.

SCOPE OF ROLE:

Reports to: MEAL Coordinator

Budget responsibility: None

KEY AREAS OF RESPONSIBILITY:

Data Verification:

Verify the accuracy and authenticity of information collected from various sources, including field reports, beneficiary surveys, and partner organizations.

Conduct thorough investigations to validate the legitimacy of data points and ensure compliance with established standards.

Documentation Review:

Review and analyze supporting documentation, such as identification records, financial statements, and project reports, to verify the consistency and reliability of information.

Field Visits:

Collaborate with field teams to conduct on-site visits and inspections to verify the implementation of projects and the impact on beneficiaries. Conduct field visits to verify claims and circumstances regarding feedback received when requested. Follow up on closed feedback to verify the response/action taken, and the successful resolution of the feedback.

Compile detailed reports based on field visits and provide recommendations for improvement, if necessary.

Monitor and verify accountability activities and components on field, including but not limited to:

  • Information sharing practices.

  • Awareness of community members

  • Accessibility of feedback channels, especially in regard to children

  • Presence and display of accountability related visibility tools.

    Collaboration with Stakeholders:

Considering the approach, we are taking with FMs, as there will be only one domain through the MEAL Coordinator / Accountability Officer, and since there will be no direct connection with the Project Managers/Coordinators,

Establish effective communication channels with partner organizations and other stakeholders to facilitate the verification process.

Quality Assurance:

Implement quality assurance measures to ensure that all data collected meets the organization’s standards of accuracy and reliability.

Develop and maintain a comprehensive database of verified information for reference and reporting purposes.

When required, conduct interviews with beneficiaries, either face to face, or by phone to gauge satisfaction, verify feedback submitted, and verify its resolution.

Training and Capacity Building:

Provide training to field staff and other relevant team members on effective data collection and verification techniques.

Contribute to the continuous improvement of verification processes and protocols.

Reporting:

Generate regular reports on the status of data verification activities, highlighting any discrepancies or issues identified during the process. Present findings to the management team and contribute to decision-making processes. Additionally, include the field monitoring activities and contribution to the regular field monitoring activities presentations in the activities held, and be a part of the joint efforts of the field monitoring reporting activities.

QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES

  • Bachelor’s degree in a relevant field (e.g., social sciences, international development, business administration).
  • Proven experience in data verification, research, or a related field.
  • Strong analytical and critical-thinking skills.
  • Excellent attention to detail and accuracy.
  • Effective communication and interpersonal skills.
  • Ability to work independently and collaboratively in a team setting.
  • Familiarity with the NGO sector and its operations is an asset.

Desirable

  • Knowledge of using electronic data collection tools (for example KOBO toolbox, Monkey Survey, google forums, ODK …. etc.)
  • Experience in program monitoring or needs assessments in the emergency/humanitarian field.
  • Good verbal and written command of English is highly desirable.
  • Experience in facilitating group discussions and meetings.
  • Experience in delivering training to volunteers and partner staff.
  • Report writing and documentation skills.
