What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

The Access to Education (A2E) Officer provides operational support to field teams in achieving objectives and implementing programs in the field. S/he leads on communication and resource mobilization to increase the file’s visibility and reach, and to identify new partnerships and funding opportunities as well as funding-proposal design and development.

Accountabilities & Functional Responsibilities

The primary responsibilities of the A2E adviser are: 1. operational support, 2. resource mobilization and 3. communication.

Operational support

  • Liaises between métier field teams, regional management teams and métiers at headquarters in developing and managing A2E programs.
  • Advises A2E managers and focal points in delegations on strategic vision and development of the file.
  • Provides technical input on the development of A2E programs and activities, on approaches, activities and criteria and ensuring coherence and synergies with global and regional A2E programming..
  • Supports implementation of the 2021–2026 A2E Strategy and strengthening the child protection aspects of the A2E strategy.
  • Works with different métiers at headquarters in implementing the 2021–2026 A2E Strategy.
  • Convening discussions with A2E advisers and A2E field officers’ network to build their programmatic capacities.
  • Supports the Child Protection Advisor in strategy development and roll out.

Resource mobilization

  • Acts as technical lead and interface for all A2E resource mobilization related activities: development of new project proposals and partnership agreements:
  • Coordination between relevant delegations, REM, donors and regional management.
  • Represents the A2E technical perspective in donor meetings with delegation management, A2E field advisers and REM

Communication & Policy

  • Leads on development of A2E communication activities, to ensure A2E is understood and disseminated internally and externally, including :
    • Leads and organizes global communication campaigns
    • Develops and organizes the publication of communication pieces on ICRC A2E activities
    • Establishes an A2E communication timeline and ensure short communication interventions on these selected dates through cooperation with the Communication team
    • Manages, moderates and promotes the newly established A2E Jive community
    • Supports relationships with a variety of external stakeholders working in partnership with the A2E team at operational and policy levels through the facilitation of meetings and follow-up initiatives
    • Represents A2E file in external conferences and webinars as panelist as required
    • Supports in strengthening collaboration across child protection and A2E files

Scope & Impact

  • Remit: all operational contexts, recognizing that each delegation will decide on its operational priorities and engagement; is expected to guide A2E work through and in line with the 2021–2026 A2E Strategy.

Relationships

  • Internally, interacts with A2E Specialists and staff dealing with A2E matters in the field, all related métier leads in HQ (THEM, JUR, POL, COMM, First Aid, WATHAB, DET, ECOSEC, WEC, MOUV) regional and delegation management as required.
  • Externally, interacts with the donors, governments, external partners from the education in emergencies community, local and international non-government organizations, as well as the International Federation, Norwegian Red Cross, other National Societies as appropriate.

Certifications / Education required

  • Master’s degree in development, Education, Child Protection or another related field a strong asset
  • Excellent computer skills
  • Fluent in English, French is an asset

Professional Experience Required

  • Typically, 6-9 years’ overall professional experience
  • At least 6 years relevant experience in humanitarian organizations, of which at least 3 in education programmes, child protection programmes, communications or resource acquisition
  • ICRC experience in either A2E, Child Protection, REM, Comms, POL, JUR or related files is a strong asset
  • Confirmed experience in liaising, planning, and communicating with a variety of stakeholders, verbally and in writing
  • Experience in funding-proposal design and development an asset
