NORCAP has been deploying Energy Experts to humanitarian organisations and field missions since 2018. We aim to ensure a gender-diverse approach in the development of a wider talent pool ensuring consideration of different perspectives and enhanced collaboration. We believe that change in our systems approach is necessary and in order to solve complex problems, there’s need to re-evaluate our policies, values, resources and power structures.

The Accelerator Programme was established in 2020 to help recruit more women Energy Experts, maximize the impact of our Energy activities, and increase our ability to reach vulnerable women with Energy-related information. It started with five female junior Energy experts matched with NORCAP senior Energy experts and partner Energy staff (where available) in five international agencies namely; UNHCR, FAO*, WFP, IOM and NRC. This provided an opportunity for meaningful engagement and ensured that the experts are supported in the articulation and implementation of system change strategies as well as accelerating their path to largescale impact.

Off the success of the first cohort and further scaling up our efforts to increase women participation in the Energy sector, NORCAP is excited to launch the 2022 Accelerator Programme.

The aim of the 2022 Accelerator programme is to enhance women’s expertise, and increase women participation in the humanitarian Energy sector, with particular focus on one or more of the following thematic areas: access to Energy for end-users; Greening the organisation infrastructure, Mainstreaming sustainable Energy in other sectors/thematic areas, co-ordination and networking within the Country and Regional offices and fundraising.

We are seeking for 4 Female Junior Energy Expert (P2), to be based in Country Office, Country sub-office, in Africa and especially West Africa, with a background in renewable Energy, Environmental protection, Humanitarian development, Climate studies, etc.

The selected experts must have a keen interest in learning more and contributing both to the NORCAP’s Clean Energy and Sustainable Response work and in the host organisation future Energy plans.

The selected expert will be deployed to a hosting organisation, building her capacity by working alongside a senior Energy expert (supervisor) to design and recommend appropriate Energy solutions and pathways. They will also be expected to devise plans for knowledge transfer within the host organisation.

Both experts will work to deliver key activities as per their Terms of Reference (ToR) and agreed workplan during the start of the mission, for a 12-month period. The junior Expert will also be required to develop and report back to NORCAP a brief work plan within the first 4-6 weeks of assignment.

This position has a three-month probation period, after which a Performance Evaluation Report (PER) is required from the supervisor. Another PER will be required at the end of the mission, as well as interim and final reports submitted by the expert.

Roles and Responsibilities

Operational

  • Operational technical support to develop & integrate Energy and Environmental interventions in line with organisations strategy.
  • To support program activities through engagement with relevant stakeholders where the organisations capacity is constrained.
  • To represent the organisation in relevant working groups/forums & clusters, including governmental organisations, national authorities, international organisations, and donors.

Programme

  • To develop capacity through technical reporting and development of key staff in the country offices.
  • To develop funding proposals and provision of technical input for donor reports and fundraising requests.
  • To develop actionable activities to respond to emerging challenges in Energy and climate change.

Specific responsibilities

  • Contextual Analysis – Identify strategic areas of intervention to increase access to clean Energy, renewable Energy use and Energy efficiency in support of the achievement of host/partner countries’ National Determined Contributions (NDC) and Sustainable Development Goals.
  • Resource Mobilization – Conduct feasibility assessments and data collection on specific thematic including clean cooking technology, household lighting, Energy efficiency, greening of support infrastructure etc., in support of the Energy transition.
  • Provide technical support and guidance in the design & development of project proposals to address identified challenges.
  • Stakeholder Engagement – Engagement with potential partners to identify synergies, explore available investment opportunities with partner organisations, donors, financing institutions, private sector, and development partners.
  • Support advocacy, capacity building and resource mobilization efforts at field and country level for key organisation’s staff and implementing partners.
  • Represent host organisation in relevant working groups/forums & clusters, including governmental organisations, national authorities, international organisations, and donors.

Essential requirements

  • Understanding of the humanitarian contexts in general and clean Energy needs and challenges in specific.
  • Proven technical experience in renewable Energy systems design, implementation, and monitoring.
  • Knowledge on humanitarian Energy needs (clean cooking solutions, access to electricity, greening the operation.)
  • Knowledge of humanitarian global initiatives as (Global Platform for Action (GPA), New clean Energy challenge, SAFE, SEforAll, Moving Energy Initiative).
  • Knowledge of standard ICT office systems and tools, and Energy visualisations tools.
  • Mandatory fluency in English, and preferable knowledge of other UN spoken languages French, Spanish, Arabic.
  • Valid drive license, and passport

Qualifications and experience

  • Master’s degree, with 1 to 3 years of experience in renewable Energy/ climate studies/ environmental protection/ Energy technology/ science/ humanitarian laws/ social development/ project development

  • Ability to work in a collaborative manner with team members and multiple stakeholders at various levels.
  • Demonstrated ability to work effectively in highly stressful situations and contexts.
  • Highly developed communication and interpersonal skills.
  • Cultural sensitivity.
  • Strong analytical abilities.
