Background:

HelpAge International is a registered charity in the UK, leading an international network focused on ageing issues and supporting older people globally. HelpAge works with 158 partners in 86 countries to help older people claim their rights and challenge discrimination and poverty, so that they can lead dignified, secure, active and healthy lives. HelpAge operates through a Global Team with staff based across the world. Through this structure HelpAge delivers its Strategy 2030.

Purpose:

The objective of the consultancy is to accelerate HelpAge’s shift partner-led programming by providing support at two levels:

  1. Support the development of options for an organisational design that will enable partner-led programming at scale; and
  2. Delivery of a first set of (no regret) actions to improve HelpAge’s systems, practices, capabilities (an indicative list of actions is listed in Annex 1).

Design work will consider partnership strategies/approaches, enabling and supportive systems, structure, contracting modalities, costing and pricing strategies, feedback and accountability tools, etc.

Actions will deal with issues related to mindset, design, processes, and capacity development. Annex 1 lists an indicative set of actions. This will include the development of tools, training content development and delivery, short text or guidance documents, monitoring and feedback tools, etc.

Key areas identified for impact and responsibility will include:

  • Development of partnership strategy, approach, model
  • Improve organisational structure for grant-making, partner-led programming
  • Develop approaches to capacity building and support to organisational development
  • Revision of partnership tools, including assessment guidelines, partnership relationship management, project co-design processes and guidance
  • Work with Director of Finance and Operations to help develop coherent pricing, costing and resource sharing models
  • Improve grant and contract management approach to up and downstream partners
  • Improve accountability, feedback, and review processes

Qualifications/requirements of consultant

  • Degree in Social Sciences, Statistics, Communication, or related field.
  • Minimum of 7 years of management experience in non-governmental organisations across a variety of contexts.
  • Experience of working directly with partners and national level organisations.
  • Experience in support partnership approaches and tools
  • Knowledge and understanding of the key issues and debates around Localisation and the Decolonisation of Aid.
  • Excellent project management skills with experience of developing project management tools and processes.
  • Experience of and understanding of organisational development and change processes.
  • Understanding of and, preferably, engagement in sector initiatives re localisation, #ShiftingPower, decolonisation of aid.
  • Excellent English speaking and writing skills
